A New Era of China-Namibia Friendship

Rt. Hon Dr. Hage Geingob, Prime Minister of the Republic of Namibia arrived in Beijing on 6 April and kicked off his one-week official visit to China.

This is his second visit as the Prime Minister after a lapse of 23 years, and he led actually the biggest delegation since independence. During the visit, he will meet national leaders of the People’s Republic of China, witness the signing of a series of cooperation agreements, and attend Boao Forum for Asia Annual Conference 2014 as the only representative from Africa. At the Opening Ceremony of the conference he will deliver a speech, contributing African wisdom to Asia and world economy. This visit will deepen our political mutual trust, promote practical cooperation of economy and trade and lead a new era of China-Namibia Friendship.

Like China, Namibia is a country with a long history, and the rock-art of Brandberg Mountain embodies the great wisdom and creativity of the Namibian people. As an old Chinese saying goes, “a bosom friend afar brings a distant land near”. China-Namibia Friendship, on the basis of mutual understanding, has solid public and social foundation, despite of the geographical distance between us, and the differences in land area, population, political system and development mode. During 1960s and 1970s, the Chinese military camps in Tanzania equipped the new-born “People’s Liberation Army of Namibia” with arms and guerrilla tactics, gave valuable material and spiritual support, and helped Namibian people to win the final victory of independence struggle. Since the establishment of diplomatic ties between our two countries on 22 March 1990, the second day after the independence of Namibia, we have treated each other as comrade, partner and brother, thus have established friendly cooperation relations on the basis of mutual respect, trust and support.

For 24 years since independence, Namibia has been exploring the development path that suits her national conditions and has maintained political stability, robust economy, and continuous improvement of people’s livelihood. Now Namibia is well-known by the world as “Oasis of Peace” of southern Africa and “the Most Popular Investment Destination”. After 30 years of reform and opening up, China has become the world’s second largest economy and boasts sufficient capital, talent and technology in the fields of mining, infrastructure construction, and equipment manufacturing etc., which enables the two countries to carry out highly complementary and potential pragmatic cooperation. Besides the economic assistance with no political preconditions, the Chinese government encourages Chinese enterprises with good competence and reputation to invest in Namibia. By setting up joint ventures, creating jobs training talents and transferring technology, China helps improve the economic competitiveness of Namibia. In 2013, we witnessed the ground breaking of Husab Mine of SWAKOP Uranium that is the largest entity investment project of China in Africa with 5 billion US dollars in total. During the construction it will create 6000 direct jobs and 8000 indirect jobs for Namibia. After the completion of construction in October 2015, it will become the second largest uranium mine in the world and contribute to Namibia 5% GDP growth, 20% export increase and 2000 permanent jobs. Husab Mine has turn into a sample project of China-Namibia and China-Africa mutual beneficial cooperation, which will motivate the other Chinese enterprises to fulfill more actively their local social responsibilities.

Against the background of the sluggish world economic recovery in 2014, the Chinese government will stick to the policy of stablizing economic growth, adjusting the economic structure and enhancing the reforms so as to upgrade the Chinese economy, promote social justice and improve the people’s livelihood. China has maintained 7.2% economic growth in the first quarter of 2014, continuously topping the emerging economies. Nowadays 1.3 billion Chinese people are working hard to realize the “China Dream” of achieving national prosperity and rejuvenation, as well as the people’s happiness. At the same time, 2.1 million Namibian people are pursuing a “Namibia Dream” of achieving stable economic growth and national industrialization, under the guidance of NDP4 and Vision 2030. “China Dream” and “Namibia Dream” share the similar essence and goals. In line with the principles of “sincerity, real results, affinity and good faith”, China regards Namibia as one of the most reliable friends in Africa and will join hands with Namibian to care for each other’s major concerns and core interests and promote the mutual beneficial cooperation to a higher level. With our joint efforts, China-Namibia friendship, like the welwitschia in the Namib Desert, will continue to grow g and vigorous.
