Frans Enkali Gets Oshikoto Top Job

THE Oshikoto Regional Council has appointed the former chief executive officer of Okahandja, Frans Enkali, as its new chief regional officer (CRO).

Enkali was appointed during the Oshikoto regional council’s first extraordinary meeting for 2015 held at the council chambers at Omuthiya on Friday.

However the acting CRO, Michael Asino, declined to comment on the matter, saying he knew nothing about Enkali’s appointment.

According to sources who preferred to remain anonymous, the councillors were aised during the meeting by the council’s legal aiser Sisa Namandje to appoint Enkali as it was against the law for the council to sit on the Public Service Commission (PSC) recommendation or to re-aertise the post as it intended to do.

“The council wanted to nullify the outcome of the interview and for the position to be re-aertised but was aised by Namandje during the meeting to appoint Enkali,” said one source.

Enkali who recently resigned from the Okahandja municipality was recommended by a panel who interviewed him and others for the position last year.

However, the regional council was allegedly sitting on a recommendation to appoint him because the council wanted to appoint someone else.

Enkali who earlier confirmed that he applied for the job, could not confirm his appointment.

“I do not know anything about that. Who told you that I was appointed?,” said Enkali.

The agenda and minutes of the previous extraordinary council meeting held on 19 December 2014 in possession of The Namibian indicate that Enkali had the highest score of 301, while Fillipus Shilongo scored 298.

Enkali signed his appointment letter on 11 December 2014 and he was expected to start on 1 January 2015, but will now only assume duty at the beginning of February.
