AU Charter on values and principles on public service crucial to governments: PM

Namibia recognises the aspirations of the African Union (AU) African Charter on values and principles of public service and administration, which aims to ensure the promotion of values and principles governing it.

This was according to Prime Minister, Saara Kuugongelwa-Amadhila, during the opening of the opening of the State Parties Assessment Tool (SPAT) Pilot Program in Swakopmund on Wednesday.

“SPAT seeks to complement the reporting guidelines by enabling implementation of the provisions of the charter to be assessed and measured in an easier and quicker but more objective, qualitative and quantitative manner.

This would provide Government with a tool to conduct an objective assessment of how effectively Namibia is implementing the charter and provide a quantitative score of the results of such assessment,” the prime minister emphasised.

The four-day workshop, which is being facilitated by the AU Commission, started on Monday and is expected to end on Thursday.

The workshop also aims to provide participants from Namibia with an in-depth appreciation and understanding of the charter, the Reporting Guidelines for the charter and the SPAT as a mechanism for effective reporting on the implementation of the charter.

AUC Representative, Issaka Garba Abdou, congratulated the government and the people of Namibia for its outstanding leadership and commitment to the implementation of SPAT.

The AUC further conveyed its gratitude to Namibia for the steadfast support and leadership it has and continues to provide to the African Charter program.

“Namibia is a pioneer of the African Charter and has over the years invested significant resources in the development and popularisation of the African Charter.

Namibia is considered one of the anchor countries that have and continue to champion the sustenance of the sub-committee on Public Service and Administration, the generosity of effort for which we are eternally grateful,” Abdou noted.
