Hanoi: The Katima Mulilo Town Council (KMTC) has suspended its Manager for Legal, Bilateral Relations and Corporate Services, Patrick Lifasi Lilungwe, with immediate effect.
According to Namibia Press Agency, the suspension was announced in a statement issued on Sunday by the council’s Head of Public Relations, Chrispin Muyoba, and took effect on Monday, 10 November. This action aligns with Section 29(6)(b) of the Local Authorities Act. Lilungwe has been relieved of his duties, services, and functions associated with his position at KMTC for the duration of the suspension. Despite this, the council has assured residents, stakeholders, and the business community that municipal operations and service delivery will continue without disruption under the supervision of designated officials. The reasons for his suspension have not been disclosed.
Lilungwe’s suspension is the second significant one at the KMTC, following the suspension of its Chief Executive Officer, Raphael Liswaniso, on 28 October. The council has also revealed that a series of recent incidents, including a fire and a break-in, have necessitated the temporary relocation of the town planning department to the Wooden Bridge premises in the Boma suburb, effective from 17 November 2025.
Muyoba, in a separate notice issued on Sunday, stated that the temporary relocation is a consequence of the fire incident on 24 October 2024, which extensively damaged the former town planning offices and led to a brief suspension of services. Residents are encouraged to visit the Wooden Bridge to access services such as building plan submissions, peg identification, land-use consultations, and other town planning services.
Additionally, Muyoba expressed gratitude for the patience, cooperation, and understanding exhibited by residents during this challenging period.
