Kavango West councillors receive week-long training at Otjiwarongo

Seven constituency councillors from Kavango West on Monday started with their week-long training on the Regional Councils Act of Parliament at Otjiwarongo in the Otjozondjupa Region.

Secretary to the National Council, Advocate Tousy Namiseb, is the lead facilitator of the workshop.

In a brief explanation, Namiseb said the councillors would be trained on Regional Councils Act No. 22 of 1992 as amended, and also on the regional councils’ meeting procedures and protocols.

The same workshop is expected to discuss the functions, duties and purposes of the regional councils, their chairpersons and management committees, he said.

“Powers, duties, functions, rights and obligations of the regional councils in general will be also discussed during this training,” he said.

Topics on regional councils’ standing rules, codes of conduct, delegation of powers to regional councils by central government, prohibited practices by regional council members, offences relating to regional councils and their financial matters are all listed on the programme.

Namiseb also promised to discuss with the councillors the symbiotic relationship which exists between Parliament, the National Council and regional councils.

Kavango West Chief Regional Officer, Dr Mpasi Katewa and his several departmental directors are also attending the workshop, which ends Friday.
