Windhoek: Cabinet has approved a Memorandum of Understanding (MoU) between Namibia and the Republic of Congo on cooperation in the field of Information and Communication Technologies (ICT), authorising Minister Emma Theofelus to sign the agreement on behalf of the Namibian government.

According to Namibia Press Agency, the announcement was made by Deputy Minister of ICT, Wenzel Kavaka, at the government information centre. He stated that the approval is part of decisions made during the 22nd and 23rd Cabinet meetings, which also focused on regional cooperation, employment opportunities, education, transport, climate, and social development.

Cabinet also noted the report from the High-Level Consultative Conference on the next steps following the United Nations resolution on the trafficking and enslavement of Africans. The conference emphasized the international community's recognition of the ongoing impact of African enslavement and racialized chattel enslavement.

Kavaka further announced that the cabinet has authorised the Ministry of International Relations and Trade to share excerpts of the report with the Ministry of Education, Innovation, Youth, Sports, Arts and Culture, as well as institutions of higher learning.

Additionally, cabinet approved several agreements with South Africa, including memoranda of understanding on cooperation in social development, gender equality, women's empowerment, and the legal field. The social development agreement will be signed between Namibia's Ministry of Gender Equality and Child Welfare and South Africa's Department of Social Development. In contrast, the gender equality agreement will be concluded with South Africa's Department of Women, Youth and Persons with Disabilities.

Cabinet authorised the Minister of Justice and Labour Relations to sign the legal cooperation agreement. In the transport sector, it approved the draft Bilateral Air Services Agreement between Namibia and South Africa and authorised the Minister of Works and Transport to sign it.

Kavaka concluded by saying that cabinet approved Namibia's hosting of the SADC Climate Experts Meeting from 17 to 24 August 2026 and the Southern African Climate Outlook Forum (SARCOF-33) from 25 to 28 August 2026 in Swakopmund. These meetings will gather climate experts to develop a regional seasonal climate outlook for use by governments, disaster risk practitioners, farmers, and other stakeholders.
