CPBN Tightens BEC Appointment Procedures to Curb Delays

Windhoek: The Central Procurement Board of Namibia (CPBN) has introduced revised procedures for appointing members of the Bid Evaluation Committee (BEC), aimed at improving efficiency, transparency, and accountability in public procurement.According to Namibia Press Agency, CPBN spokesperson Johanna Kambala stated that the strengthened measures are part of ongoing efforts to enhance service delivery and ensure that bid evaluations are carried out by qualified and available individuals. Applicants are now required to hold qualifications accredited by the Namibia Qualifications Authority, submit a valid certificate of conduct, and undergo compulsory training and competency assessments before appointment.Candidates must also confirm their uninterrupted availability for the duration of the evaluation process, and appointed members will be assessed on their performance. Kambala explained that the changes were prompted by challenges experienced under the previous system, where appointed members becoming unavail able led to delays in project implementation.Kambala mentioned that despite these challenges, there has been consistent public interest in serving on the committees. She expressed optimism about receiving more applications once the call for applications begins.The CPBN clarified that BEC members are appointed on an ad hoc basis from the general public and are not CPBN employees, as outlined in the Public Procurement Act. The revised procedures aim to ensure that appointed members have the necessary expertise and can efficiently complete evaluations, considering the nature and complexity of each bid.
