Windhoek: The Ministry of Education, Innovation, Youth, Sports and Arts and Culture has announced the allocation of N. dollars 10 million to each of Namibia's 14 regions to initiate the construction of 28 new Basic Constituency Sport Infrastructure Facilities. Deputy Minister Dino Ballotti, in a media statement on Saturday, stated that this allocation represents a significant national rollout in the government's first year in office.According to NAMPA, the funds have been transferred into ring-fenced commercial bank accounts, allowing for immediate implementation across all regions. This initiative aims to enhance sport infrastructure, promote youth development, and ensure equitable regional development, ensuring access to sport facilities for all Namibians. The project supports commitments in the SWAPO Party Manifesto and is part of a broader effort to decentralize service delivery. Responsibility for implementation has been handed over to regional governors, following a directive from President Netumbo Na ndi-Ndaitwah.Ballotti emphasized that while regions now possess procurement authority under the Public Procurement Act of 2015, the Ministry will maintain national policy oversight, technical advisory support, and budgeting responsibilities under Vote 27. The N. dollars 10 million allocation for each region will be split between two identified constituency sites.The government has also secured separate funding for consultancy services to ensure technical expertise does not burden regional budgets, with standardized designs guiding construction while allowing for local adjustments. Ballotti reported that construction has already commenced in Kunene, Oshana, and Kavango East, with other regions expected to follow soon.
