Windhoek: The Ministry of Home Affairs, Immigration, Safety and Security has officially announced the initiation of Certificates of Domicile for foreign nationals married in good faith to Namibian citizens, effective from 21 September 2026.

According to Namibia Press Agency, Executive Director Nghindinua Daniel indicated that this regulatory change follows amendments to the Immigration Control Regulations. These amendments introduce a specific application form and establish the Certificate of Domicile under section 22(1)(c) of the Immigration Control Act of 1993.

A Certificate of Domicile is an official legal document that establishes Namibia as an individual's permanent and lawful residence. This concept is significant for immigration purposes, as Namibian law grants individuals with domicile status the right to live, work, and re-enter the country without the need for employment permits or residency visas.

'The Certificate of Domicile serves as proof that the holder is domiciled in Namibia by virtue of a marriage in good faith to a Namibian citizen. All applicants seeking a Certificate of Domicile based on marriage to a Namibian citizen must complete the prescribed application form and comply with the requirements set out in this notice and as published on the ministry's website,' he stated.

He said confirmation letters of domicile previously issued in lieu of Certificates of Domicile will remain valid until further notice. However, holders of these letters are strongly encouraged to apply for Certificates of Domicile at their earliest convenience, as the date for phasing out confirmation letters will be announced in due course.

Couples seeking to obtain the new status must ensure they provide comprehensive documentation. This includes the mandatory submission of a completed and signed application form, which is available at ministry offices or on the official website, as well as commissioned motivation and support affidavits from both the applicant and the Namibian spouse, among other requirements.

Existing confirmation letters of domicile will remain valid temporarily until a formal phasing-out date is communicated. Nevertheless, holders are advised to transition to the new certificate as soon as possible.

Additionally, the ministry has clarified that dependent children of applicants are not eligible for the new certificate and must continue to follow section 38 procedures for travel documentation.
