Kavango east: The Swapo Party Youth League (SPYL) regional executive committee (REC) in Kavango East has taken decisive action by suspending regional mobiliser Bibiana Shapi. This suspension will remain in effect pending the outcome of an investigation into serious allegations made against her. The allegations suggest that Shapi attempted to influence the removal of elected REC members outside of the established protocols of the organisation, potentially leading to division and instability within the regional leadership.According to Namibia Press Agency, a letter dated 01 June 2026, addressed to the Swapo regional coordinator and the SPYL national executive committee (NEC), was seen by this publication. In the letter, Shapi is accused of involvement in discussions, captured in a circulating audio recording, with her uncle regarding an NEC decision about the election of a regional secretary. The conversation allegedly included efforts to persuade a nominated candidate to withdraw from the race.The letter f urther states, "The REC considers such conduct to be contrary to the principles of discipline, unity, collective leadership and organisational democracy upon which the youth league is founded." As a result, the REC determined that suspending Shapi was necessary while the disciplinary process unfolds. It also recommended that SPYL regional treasurer Rauna Ntjamba assume the role in an acting capacity.The NEC has been notified of these developments and is requested to acknowledge Shapi's suspension. This action arises amidst internal disagreements over the succession of the regional secretary position, which became available following Anselm Marungu's appointment as Deputy Minister of Environment, Forestry and Tourism in April.An extraordinary regional conference was convened by the SPYL on Saturday to elect a new regional secretary. However, the process was reportedly marred by divisions over the succession.Swapo Kavango East regional coordinator Ottilie Shinduvi, when approached for comment on Tuesday, confirmed receiving the letter and stated that she was still in the process of reviewing its contents.
