Cabinet Approves Key International Cooperation Agreements

Windhoek: Cabinet has approved a number of international agreements and cooperation projects aimed at solidifying Namibia's trade, security, marine, conservation, and development partnerships. Speaking during an information-sharing session here on Monday, Minister of Information and Communication Technology, Emma Theofelus, stated that Cabinet endorsed the implementation of resolutions adopted during the 11th Namibia-Russia Intergovernmental Commission on Trade and Economic Cooperation held in Windhoek in March this year.

According to Namibia Press Agency, the session was convened to discuss bilateral cooperation within existing frameworks, emphasizing the expansion of economic engagements, the strengthening of trade, and the exploration of new areas of strategic partnership. Cabinet has directed the relevant ministries to implement the agreed resolutions within their respective mandates.

Theofelus also announced Cabinet's approval of a Memorandum of Understanding (MoU) between Namibia and China on police cooperation. This agreement is set to provide a framework for regulating bilateral relations, facilitating the exchange of information on criminals and criminal activities, and addressing training requirements.

Another agreement highlighted by Theofelus is an MoU with the Kingdom of Spain on cooperation in fisheries and aquaculture. This aims to enhance marine research, stock assessment, data management, scientific documentation, value addition, and compliance with international standards.

Additionally, Cabinet endorsed Namibia's accession to the Agreement on the Conservation of Albatrosses and Petrels, a legally binding international treaty focused on halting the drastic decline of seabird populations in the southern hemisphere.

The government also authorized the signing of a development cooperation agreement with China, which provides a grant of approximately N$483,385,626 (200 million RMB) ahead of President Netumbo Nandi-Ndaitwah's state visit to China from 6 to 10 July 2026.

In a further move, Cabinet approved Namibia's hosting of the International Atomic Energy Agency's Coordination Group for Uranium Legacy Sites workshop in Swakopmund from 23 to 27 November 2026. This initiative aims to strengthen collaboration on the remediation and long-term management of uranium legacy sites.
