The project was officially launched on November 20, 2025, under the strategic leadership of President Xi Jinping of China, President Samia Suluhu Hassan of Tanzania, and President Hakainde Hichilema of Zambia. The groundbreaking ceremony took place in Lusaka, Zambia, attended by key dignitaries including President Hichilema, China's Premier Li Qiang, and Tanzania's Vice President Amb. Dr. Emmanuel John Nchimbi.

According to Namibia Press Agency, the governments of China, Tanzania, and Zambia are committed to building the TAZARA Railway Prosperity Belt to deliver long-term benefits to the involved nations and neighboring African countries. The initiative is designed to foster modernization that is equitable and inclusive, setting a benchmark for high-quality Belt and Road cooperation between China and Africa. The project aligns with various development agendas, including the Forum on China-Africa Cooperation Beijing Summit 2024, Africa's Industrialization Initiative, and other international development plans.

The joint statement outlines six key aspirations for the project. Firstly, the parties aim to build a "railway of freedom," recognizing the TAZARA Railway's historical significance and symbolizing the partnership between China, Tanzania, and Zambia. Secondly, they aspire to create a "railway of development," focusing on economic cooperation and infrastructure integration to facilitate intra-African trade. Thirdly, the initiative intends to foster a "railway of friendship and partnership," enhancing cultural understanding and cooperation.

Additionally, the project seeks to establish a "railway for people's welfare," emphasizing a people-centered approach in training and capacity building. The initiative also highlights the importance of a "railway of green development," integrating ecological protection and sustainable practices. Lastly, the parties are committed to a "railway of regional harmony," aiming to promote peace and security through stable infrastructure development.

To achieve these goals, the three governments will follow a collaborative approach, leveraging financial institutions, think tanks, and specialized bodies for effective implementation. They will enhance policy communication and coordination to optimize the business and investment environment, encouraging participation from neighboring countries and international partners in the Prosperity Belt's development.
