Otjozondjupa Regional Council Chairperson, Marlayn Mbakera, has called on parents and the Ministry of Education, Arts and Culture to formulate an action plan to restore discipline among learners in the region.

Mbakera, while addressing the annual regional education award ceremony at Otjiwarongo on Wednesday, said the lack of discipline among learners is on the increase and should be a big concern.

“If we don’t do anything now, then all our planning efforts are in vain and we are planning to fail,” she said.

Mbakera stated that reports of a group of learners allegedly consuming alcohol and dealing in drugs on school grounds reached her office, noting that learners attend schools aimlessly and allegedly do not hesitate to insult or confront teachers.

She also said: “The system should also formulate a better plan for our female learners who are mothers with little babies at home. It seems they have difficulties being both mothers and learners, mostly during the breastfeeding period.”

Otjozondjupa Governor, James Uerika, concurred with Mbakera, saying he also received reports of some learners who do not respect their teachers.

He said learners abuse hubbly bubbly pipes and allegedly mix flavours, dagga and whisky while using it.

Uerikua thus wants parents to get seriously involved in the discipline of their children.

Okahandja Circuit Education Inspector, Chris Tjivikua, in his vote of thanks said it is good that the issue was brought up, adding that their concerns were genuine and the matter needs urgent intervention from all stakeholders in education.
