Windhoek: Swapo Party representative Lukas Sinimbo Muha has been reappointed as Chairperson of the National Council, retaining the role he has held for the past five years. The constituency councillor for Mankumpi Constituency in the Kavango West Region will be deputised by fellow Swapo representative Emma Tangi Muteka, who has been elected vice-chairperson. Muteka is the councillor for Windhoek West in the Khomas Region.

According to Namibia Press Agency, in his acceptance statement on Friday, Muha expressed deep humility and gratitude, saying that his renewed mandate was 'not merely a personal privilege, but a solemn responsibility to serve our nation with integrity, diligence, and unwavering commitment.' Newly elected members were sworn in on Friday, marking the official start of the seventh National Council, which is composed of three representatives from each of the 14 regional councils.

Muha also expressed appreciation to the newly elected members of the National Council for entrusting him with another term. 'Your trust reflects our shared determination to strengthen the democratic foundations of this institution, and I pledge to work alongside you in advancing the aspirations of the people we lead,' he said.

He further thanked the Swapo Party for giving him the second opportunity to preside over the council and the third opportunity to serve as a regional councillor, saying their continued confidence reinforced his dedication to national principles and unity. He urged members of the council to make use of the guiding documents, including the Namibian Constitution and the National Council Strategic Plan, as they begin their five-year term.

The chairperson further informed the House that several bills, including the Mental Health Bill, Regional Council Amendment Bill, Land Bill and Public Enterprises Governance Amendment Bill, will soon be referred to the council for consideration.
