Windhoek: The Swapo Party has condemned what it described as disruptive conduct by members of the Affirmative Repositioning (AR) in the National Assembly, accusing the opposition party of undermining parliamentary order and the functioning of the legislature.According to Namibia Press Agency, Swapo Secretary for Information and Mobilisation Hilma Nicanor, in a statement issued on Thursday, described incidents involving AR leader Job Amupanda and other AR members as 'hooliganism and anarchy' disguised as parliamentary engagement. The ruling party alleged that the conduct was intended to render the National Assembly ineffective, sow discord, undermine national unity, and score political points.The statement follows a series of confrontations in the National Assembly during which AR members have clashed with Speaker Saara Kuugongelwa-Amadhila over parliamentary rules and rulings. According to Swapo, the latest incident involved the removal of an AR member from the chamber after the parliamentarian allegedly refused to comply with an order from the presiding officer.Swapo also referred to an earlier incident during which AR members were removed from the chamber following what it described as sustained disruption. The party further alleged that Amupanda subsequently attempted to address the House while wearing jeans and was seen using a cellphone in the chamber. 'This conduct is not only repulsive, but constitutes a direct insult to the people of Namibia,' Nicanor said, adding that parliamentarians had been entrusted with the responsibility of law-making and oversight.The ruling party said Parliament should remain a forum for the contestation of ideas and policies through reasoned debate rather than disruption. It commended the Speaker, presiding officers, and members from both the ruling party and opposition benches who, it said, exercised restraint during the confrontations.Swapo further called on parliamentary structures to impose the 'strongest appropriate sanctions' against Amupanda and the AR members i nvolved. It also urged law-enforcement and parliamentary authorities to treat the incidents as deliberate attempts to intimidate, harass and paralyse the work of the National Assembly.Meanwhile, the opposition on Wednesday tabled a motion of no confidence in the Speaker of the National Assembly. The motion was moved by Independent Patriots for Change (IPC) member Michael Mulunga, with opposition members accusing Kuugongelwa-Amadhila of failing to apply the National Assembly's rules fairly and impartially.
