Windhoek: Secretary to Cabinet, Emilia Mkusa, on Wednesday announced new appointments and transfers of executive directors in several ministries, with effect from 01 January 2026.
According to Namibia Press Agency, these appointments were approved by Prime Minister Elijah Ngurare on the recommendation of the Public Service Commission (PSC) in terms of the Public Service Act, 1995 (Act No. 13 of 1995) and form part of changes within the Namibian Public Service.
Mkusa stated that under the new appointments, Oscar Capelao has been appointed executive director and accounting officer in the Ministry of Finance, serving a five-year fixed-term contract. Capelao has been the deputy executive director in the same ministry since May 2023. Prior to his government service, he was the group chief financial officer at FirstRand Namibia and previously the finance manager at FNB Namibia.
Linda Aipinge-Nakale has been appointed executive director and accounting officer in the Ministry of Information and Communication Technology (MICT), also on a five-year contract. She holds a master's degree in leadership development in ICT and Knowledge Society and a bachelor's degree in public management. Aipinge-Nakale has been with the ministry since 2011, most recently serving as the director for ICT Development.
The reshuffle also includes the transfer of Michael Humavindu from the Ministry of Finance, where he was the executive director and accounting officer, to the Ministry of Works and Transport as executive director without accounting functions. Ben Nangombe has been transferred from the Office of the Prime Minister: Cabinet Secretariat to the Ministry of Justice and Labour Relations as executive director with accounting functions responsible for Vote 14 (Labour Relations). Additionally, Audrin Mathe has been reassigned accounting officer responsibilities for Vote 16 (Justice) within the Ministry of Justice and Labour Relations.
Prime Minister Ngurare congratulated the officials on their new assignments, noting that the changes aim to strengthen leadership and administrative capacity across the public service. "I take this opportunity to congratulate them on their new assignments and roles," Ngurare said.
