Windhoek: The Office of the Prime Minister (OPM) has suspended the revised categorisation and reclassification of duty stations for the remoteness and hardship allowance, effective 01 July 2026. Chief Public Relations Officer in the OPM, Rhingo Mutambo, announced on Thursday that Prime Minister Elijah Ngurare's directive halts the implementation of changes outlined in Public Service Management Circular No. 18 of 2026.According to Namibia Press Agency, the review of duty stations was undertaken as part of the government's ongoing efforts to ensure that the Remoteness and Hardship Allowance remains aligned with prevailing conditions at duty stations across the country and continues to fulfil its intended purpose. Mutambo stated that the review was thorough and highlighted real advancements in development and infrastructure across various areas.However, he noted ongoing challenges at several duty stations, serious concerns about the practical effects of the revised categorisation, and stakeholder dissatisfac tion with certain elements of the new assessment methodology. "Having carefully considered these concerns, the prime minister has directed that the implementation of the revised categorisation and all consequential adjustments to Remoteness and Hardship Allowances be suspended pending further consultation and review," he said.Accordingly, with effect from 01 July 2026 and during the period of suspension, the categorisation of duty stations and the corresponding Remoteness and Hardship Allowance levels applicable on 31 March 2026 shall continue to apply until further notice, he added. Mutambo stated that the suspension aims to facilitate meaningful engagement with the Public Service Commission, employee representatives, and other stakeholders to ensure all concerns are addressed and a suitable path forward is identified.Additionally, Mutambo emphasised the government's ongoing commitment to responsive leadership, meaningful consultation, and people-centred governance. He emphasised that this decision refle cts the government's dedication to consultation, fairness, and equity, ensuring that all relevant concerns are considered before making further decisions on the revised categorisation."Government remains committed to strengthening the public service, improving conditions of service, and ensuring that policies are implemented in a manner that promotes national unity, social justice, and effective service delivery to all Namibians," he said.
