New Gender Ministry Strategic Plan Targets GBV and Child Welfare

Windhoek: Minister of Gender Equality and Child Welfare, Emma Kantema, has reaffirmed the government's commitment to combating gender-based violence (GBV) and improving child welfare through the newly launched 2025-2030 Strategic Plan.

According to Namibia Press Agency, the plan was unveiled on Tuesday, with Kantema describing GBV as a significant developmental challenge in Namibia, impacting families and the nation's productivity. She emphasized that GBV disrupts education, perpetuates poverty, and hinders progress towards gender equality.

Data from the Namibian Police indicates more than 5,000 GBV cases are reported annually, disproportionately affecting women and girls. The Minister stated that the strategic plan outlines targeted interventions to address GBV, child neglect, teenage pregnancies, and trafficking.

Kantema highlighted the plan's alignment with Vision 2030, NDP6, and the UN Sustainable Development Goals (SDGs), specifically SDG 1 (No Poverty), SDG 5 (Gender Equality), and SDG 10 (Reduced Inequality). The strategy marks a commitment to accountability, collaboration, and serving the Namibian people effectively.

Achievements from the previous plan were noted, including a 69% increase in child grant coverage and improvements in early childhood development infrastructure. Revisions to key policy frameworks, such as the National Gender Policy (2025-2035) and the National Integrated Early Childhood Development Policy, were also highlighted.

Despite progress, Kantema acknowledged ongoing challenges in addressing GBV and child neglect. She urged partnership across sectors, including government, civil society, traditional leaders, and development agencies, to achieve substantial impact.

The launch, attended by senior government officials, members of Parliament, and development partners, initiates a new phase aimed at ensuring gender equity, child protection, and social justice across Namibia.
