Shivute Highlights Critical Shortage of High Court Judges

Windhoek: Chief Justice Peter Shivute has expressed concern over the acute shortage of judges in the High Court, attributing the issue to retirements and an increasing caseload. Speaking virtually at the opening of the 2025 High Court Aspirant Judges Training Programme, Shivute emphasized the challenges faced in recruiting suitably qualified candidates, especially in the civil stream.



According to Namibia Press Agency, Shivute noted that while there is interest from prospective candidates, recruiting qualified judges remains difficult. This is particularly true for the civil stream, as many potential candidates lack sufficient exposure to High Court civil practice and procedure. Shivute highlighted that the Aspirant Judges Training Programme aims to address this gap by offering intensive training in High Court practice, procedure, and judicial responsibilities.



Shivute underscored the importance of the role of a judge, which demands impartiality, integrity, and independence, describing it as one of the most rewarding forms of public service. The two-week programme is led by Judge President Petrus Damaseb, with trainers sourced from both the Supreme Court and the High Court.
