Sikongo Urges Creation of Constituency Development Fund to Counter Independent Candidates’ Influence

Kavango west: Kavango West Regional Council Chairperson Joseph Sivaku Sikongo called for the creation of a constituency development fund during a meeting with Minister of Urban and Rural Development, James Sankwasa at the regional council offices on Thursday. During an engagement that also included regional council management, Sikongo warned that independent candidates are gaining ground over the ruling party councillors due to their apparent wealth and ability to assist communities during emergencies.

According to Namibia Press Agency, Sikongo pointed out that independent candidates are perceived as being more affluent and capable of providing immediate assistance in times of crisis, such as family bereavements. He noted a growing perception among the public that ruling party councillors are financially constrained, able to offer help only when they receive their salaries.

Sikongo emphasised that the growing influence of independent candidates poses a serious threat to the ruling party. He indicated that without strategic changes, the ruling party risks losing its foothold to these candidates, who are increasingly gaining public support.

On regional disparities, Sikongo stressed that Kavango West, as the youngest region, faces unique challenges in budget allocation, calling for budget adjustments that reflect developmental needs rather than the number of towns in each region. The chairperson also highlighted infrastructure challenges and stressed the importance of decentralising functions from line ministries to regional councils.

Sikongo underscored the need for proper utilisation of funds allocated to regional councils, stating, "We are not a bank. If money is given to us, we have to spend." He called for efficiency in handling financial resources to ensure community development.

In his response, Minister Sankwasa encouraged councillors to take an active role in monitoring development projects in their constituencies. He urged them to be vigilant and proactive, ensuring that budgeted projects are on track and that construction sites are regularly visited to monitor progress.

Sankwasa further highlighted the significance of rural development, warning that without it, urbanisation rates could rise as people leave rural areas in search of employment and basic amenities.
