Istanbul: The negotiations between the Russian and US delegations in Istanbul are proceeding calmly and in a constructive manner, a source familiar with the matter told RIA Novosti.

According to Namibia Press Agency, the consultations have been going on for an hour, a RIA Novosti correspondent reported.
