ED Reshuffling is Common, Mkusa Says

Windhoek: Secretary to Cabinet, Ambassador Emilia Mkusa, has sought to reassure the public that the frequent rotation of executive directors (EDs) is a standard administrative practice, and not a sign of instability.According to Namibia Press Agency, Mkusa's remarks came on the back of recent public expressions about the reshuffling of EDs, which has been criticised. Critics argued that these changes may indicate the government's attempt to evade accountability for underperforming EDs and accounting officers. Mkusa characterised the government's actions as 'business as usual' under the Public Service Act of 1995 despite the scale of changes since President Netumbo Nandi-Ndaitwah took office last year.In an interview with Nampa, Mkusa emphasised that these moves are routine administrative procedures and urged the public to remain calm, as 'the frequency of reshuffles will not undermine institutional stability.' Reactions to these changes and rotations remain mixed, with some viewing the changes as a way to improve performance, while others are concerned about losing institutional memory.Mkusa, however, asserted that reshuffling EDs promotes fresh perspectives and improved service delivery. 'Reshuffling of executive directors is not new in government and should not raise any questions or concerns. Several factors are considered before making the changes to improve service delivery and bring fresh perspectives and ideas,' she remarked.Mkusa stated that these initiatives aim to improve performance and meet the strategic objectives of Vision 2030 and the sixth National Development Plan, ensuring that government offices, ministries, and agencies (OMAs) possess the required technical skills and expertise. When pressed about the impact of these rotations on structural ambiguity in public administration, Mkusa emphasised that senior management within OMAs will safeguard institutional memory by maintaining comprehensive records of processes, decisions, and projects.'The Cabinet secretariat also implemented monitor ing mechanisms to measure performance and ensure accountability,' she noted. Mkusa stated that the rotation of EDs is not due to underperformance but aims to streamline government operations. She equally emphasised that it is not wasteful, but a necessary step to ensure service delivery and effective execution of government projects outlined in NDP6.
