Moonde Appeals for Stakeholder Collaboration in Implementing Khomas Strategic Plan

Windhoek: The Khomas Regional Council chairperson, Shaalukeni John Moonde, has urged stronger collaboration among stakeholders to ensure the successful implementation of the council's launched Strategic Plan for 2025/26-2029/2030. While launching the strategic plan here on Friday, Moonde emphasized that collective effort will be essential in addressing the region's socio-economic challenges and realizing its development goals.

According to Namibia Press Agency, Moonde highlighted that past achievements by the regional government had demonstrated the power of unity and cooperation. "They show that when we work hand in hand, when stakeholders are engaged and pulling in one direction, we can overcome challenges and achieve remarkable results," he stated. However, he cautioned that progress had not been uniform, citing prevalent socio-economic challenges like unemployment, poverty, and the strain on service delivery from rapid migration to the region.

"These challenges remind us that our work is far from complete. They underscore the importance of strategic planning and stakeholder engagement, which is exactly why we are launching a new plan with renewed focus," Moonde added. He emphasized that the lessons learned during the previous planning cycle had shaped the new strategy.

Moonde further explained, "One of the most important lessons we have learned is that meaningful development cannot occur in isolation. The complexity of the issues we face requires the active participation, collaboration, and commitment of all stakeholders." He reinforced that inclusive development must be central to the region's approach.

"Inclusive development and partnership are not just feel-good slogans. They are the backbone of sustainable progress," Moonde said, adding that the Khomas Regional Council is but one actor in the Namibian development ecosystem. He noted that launching the strategic plan in the presence of various stakeholders was deliberate, as their participation is key to implementation.

The plan is structured around four pillars that will serve as a guide for the council's programmes and initiatives over the next five years. These pillars include sustainable economic growth, human development and community resilience, operational excellence, and environmental sustainability. "The second pillar addresses our identified strategic issues and, in summary, the core area where we must excel to deliver on our mandate and meet the expectations of our residents and stakeholders," Moonde explained.
