Novas soluções são urgentemente necessárias para combater o tabagismo em todo o mundo: especialistas se reúnem na Polônia no Fórum Global sobre Nicotina

GFN23

Tobacco harm reduction can hasten an end to smoking-related death and disease. Copyright-free photo by Mathew MacQuarrie on Unsplash.

GFN23

Tobacco harm reduction can hasten an end to smoking-related death and disease. Copyright-free photo by Mathew MacQuarrie on Unsplash.

Edo Govt to introduce HPV, malaria vaccines into routine immunisation

Edo State Primary Health Care Development Agency (EDSPHCDA), says Malaria and Human Papiloma Virus (HPV) vaccines will be introduced into routine immunisations for children in year 2024.

Mrs Elfrida Omogun, State Immunisation Officer, EDSPHCDA, stated this during an interview with the News Agency of Nigeria in Benin on Tuesday, shortly after the agency’s PHCs Social Mobilisation Committee/ Quarterly Stakeholders’ meeting.

Omogun said that Edo was under the second phase of the implementation of the HPV vaccination in the country.

“Edo will benefit from the second phase of the HPV vaccine that will be given to children between ages 9years to 15 years.

“The HPV vaccine is to prevent our children from coming down with cervical cancer which is now rampant in the society,” he said.

She sought for stakeholders’ collaboration in the implementation of the different agencies’ health interventions for better outcomes.

‘We are sensitising our stakeholders so that they can inform the public about our health programmes,” she said.

She added that measles revaccination is currently ongoing in some wards in eight local government councils in the state to meet up with the expected target.

On her part, Mrs Irene Uabor, Health Education Officer, EDSPHCDA, urged Edo residents to utilise Primary Healthcare Centres (PHCs) nearest to them for their basic health care needs.

‘We want Edo residents to utilise our PHCs effectively. Our PHCs services are numerous; we do immunisation, nutrition, family planning and general family health.

“We want our stakeholders to be abreast with PHC activities and communicate same to their different communities and associations,” she said.

Uabor added that plans were ongoing to implement the Community Health Influencers Promoters and Services (CHIPS) Programme in the state.

Support group hails Tinubu’s performance within 23 days

The G36 Bola Ahmed Tinubu Renewed Hope Support Group Council says if past Nigerian Presidents had shown leadership courage from first day in office like President Bola Tinubu, the nation would have moved forward.

The Convener of the group, Dr Samson Bilesanmi, at a news conference on Tuesday in Lagos after the inaugural National Council Meeting, said that most Nigerians could now testify of Tinubu’s readiness for governance.

Bilesanmi said: “All eyes have seen the courage of Tinubu and his readiness to govern. He has done wonderfully well in the last 23 days. He has acted like a ready-for-combat soldier, he came in well-prepared.

“If other past Nigerians leaders have acted like Tinubu has led us in the last 23 days, Nigeria would have been better. Tinubu has been acting courageously well to put the nation on path of sustainable growth.

“The whole Nigerians have been seeing a tremendous change in our country. The renewed hope he promised is really happening in the country from the removal of oil subsidy, free loan for our students in school and so many things the government has done within few days.”

He noted that the group was founded to propagate the ideals, project principles of the new president and to agitate for reward for support groups who had work for Tinubu during the Presidential Primaries, general election and his continual success.

According to him, the group is speaking on behalf of over 2000 registered and acknowledged APC support groups in the country.

The convener said that the entire APC support groups believed in Tinubu’s philosophy of rewarding loyalty and work for his cause, “that is what propelled us to throw our caps into the rings by supporting your cause maximally”.

Describing Tinubu as a grassroots politician who knew what all support groups went through during the election, Bilesanmi said that many support groups borrowed, begged, sold property to ensure success for the President.

He said that the group was looking forward to seeing Tinubu compensating all the genuine support groups that worked and are still working for him.

“He always pays back anyone who works for him. We are speaking with one voice and appealing to President that we deserve to be compensated this time too.

“We need to shout because we know some people around him now are sycophants who might not allow that to happen. We know Tinubu knows the right thing to do. We know our hope cannot be dashed.

“We have about 500 boards and agencies at the federal level in the country, the G36 has about 2000 groups which can be fixed up, and given other compensations even at the APC controlled state,” he said.

Appreciating all the foot soldiers, support groups’ coordinators and patrons for efforts to ensure APC’s victory at the polls, the convener recalled how Tinubu had helped, trained and profitably engaged those who had come his way.

According to him, the president needs to disband amalgamated support groups having completed the electioneering, and restructure support groups under fresh umbrella, committee and leadership for appropriate compensation.

He said that the amalgamated support groups leadership had allegedly disappointed many supporters for its inability to account for money collected for the electioneering.

According to him, the president should not make any attempt to reach out to the support groups through the amalgamated support groups leadership as this would be counter productive.

The convener congratulated Hon. Femi Gbajabiamila on his appointment as Tinubu’s Chief of Staff as well as Sen. Godswill Akpabio, and Hon. Tajudeen Abass for their emergence as the Senate President and Speaker of the House of Representatives respectively.

In her opening remarks, Mrs Ronke Kolade, one of the leaders of the group, who commended members for working assiduously to ensure victory for APC, said, “Our joy is that we didn’t labour in vain. Let us remain committed.”

The News Agency of Nigeria reports that the event was attended by various support groups for the Presidential Ambition of Tinubu from different states.

Food systems and options for safety, sustainability

Inarguably, the development of a nation largely depends on its food system because food security is important to the individual and to the nation; it is one of the basic necessities of life.

Agriculture experts and economists believe that any country which cannot guarantee food security can never be said to be a sovereign nation in other ramifications.

It is, therefore, due to this reality that stakeholders at a recent national convergence and food festival in Benin City, Edo capital canvassed a food system that is safe, healthy and sustainable for Nigeria.

Food system refers to all the elements and activities related to producing and consuming food, and their effects, including economic, health, and environmental outcomes.

The event was organised by the Home of Mother Earth Foundation (HOMEF), to celebrate Nigeria’s food, cultural diversity and rich biodiversity.

At the event, stakeholders expressed serious concern about the high influx of Genetically Modified Organisms (GMO) into the country’s food production, thereby eroding the traditional ways of farming, which they adjudged healthier, safer and sustainable.

Genetically modified (GM) foods, also known as genetically engineered (GE) foods, or bioengineered foods are edibles produced from organisms that have had changes introduced into their DNA.

Genetic engineering techniques allow for the introduction of new traits as well as greater control over traits when compared to previous methods, such as selective breeding and mutation breeding.

Nnimmo Bassey, Director of HOMEF, said it was appalling the way Nigeria’s food system is challenged in recent years, particularly with the introduction of these GMOs into crop production.

“People are planting what they don’t know and they are eating what they don’t know. We believe the health of Nigerians is being compromised this way; also compromising the health of the environment.

“At the end of the day, Nigerians are exposed to the erosion of our culture, of our biodiversity and indeed our heritage.

“The government should take steps to avoid promotion of monoculture or a kind of agriculture that is not based on biological diversity,” Bassey said.

During a panel discussion, Mrs Lovelyn Ejim, a farmer and founder, Network of Women and Youth in Agriculture, said it had been found that GMO activities had impacted on the health of the people as well as the wealth of farmers.

She said GM seeds ranging from maize, beans and rice had permeated Nigeria’s food system as a result of free distribution, whereas traditional seeds remained the healthier and more sustainable alternative.

Ejim, South East Vice-President of Rice Farmers’ Association of Nigeria (RIFAN), urged farmers never to give in, but to return to the planting of indigenous crops that are nearly going into extinction.

Corroborating Ejim’s stance, Prof. Tatfeng Mirabeau of the Niger Delta University, Wilberforce Island, Bayelsa State, advocated the revival of traditional seeds.

“I am happy to learn that there are banks where our traditional seeds are maintained. Farmers need to strive to get those traditional seeds.

“We should also get ourselves acquainted with agroecology; which is a natural system of growing our crops; making use of our ecological requirements and our agricultural system.

“We should learn how to fortify our soil; learn how to recycle our crops at every season and so on and so forth.

Prof Mirabeau dismissed the idea that organic farming is ineffective in tackling global food insecurity.

“It is fallacious that through organic farming, we can’t feed the world. We need to explore what God has given agriculture is healthier for us and safer for our environment.”

To be able to sustain the efficacy of organic seeds and seedlings, Dr. Jackie Ikeotuonye of the BFA Integrative Health and Wellness Centre, advocated the practice of crop rotation.

“We know that in the southern region, we have a lot of virgin land.

“The percentage of land under use now in the whole southern region for agricultural activities from the last count of ratio is just 30 per cent.”

Policies on organic farming, Dr. Ikeotuonye said, was not the problem in Nigeria. “We have enough policies; implementation is the problem. So, we are not talking about policies anymore, it is the implementation.”

Stakeholders emphasised an ‘eco-regenerating’ lifestyle, which means general consciousness of our environment and its biodiversity.

They also demanded more information on GMOs so that Nigerians would know what they are eating, saying if they can’t be thoroughly explained then they are not the solution to hunger in Africa.

In his presentation on pesticide use and precautions in Nigeria, Donald Ofoegbu, Programme Manager, Heinrich-Böll-Stiftung, said over 58 per cent of the pesticides used by farmers in the country are already banned in Europe for health and environmental reasons.

“There is poor regulation, poor monitoring system in terms of how these pesticides are traded; how they are used. A lot of farmers do not even know what they are using.

“It means there is a need for caution. They need to be very conscious about what pesticides should be used in the country.

“Farmers’ associations should do a lot more in terms of sensitising their members. Community leaders and religious groups should also be involved, Ofoegbu said.

Ofoegbu, who is the Lead Coordinator, Alliance for Action on Pesticide in Nigeria (AAPN), said the safest and most sustainable farming system going organic. (NANFeatures)

Nigeria committed to bringing terrorists to justice -Ex NSA

The Former National Security Adviser (NSA), retired Maj.-Gen. Babagana Monguno, has said that Nigeria remains committed to bring terrorists to justice.

Monguno made this known at the Session II Third United Nations High-Level Conference of Heads of Counter-Terrorism Agencies of Member States at UN headquarters in New York on Tuesday.

The News Agency of Nigeria reports that the Conference, which opened on Monday is expected to host 40 side events backed by State Members and multilateral organisations.

The former NSA said that with partnerships from specialised UN agencies and international partners, Nigeria had continued to strengthen its criminal justice provisions and judicial frameworks to secure the conviction of terrorism offenders.

“At both state and federal levels, Nigeria is building institutional capacity to effectively rehabilitate and reintegrate low-risk affiliates of terrorist groups through the “OPERATION SAFE CORRIDOR” and other home-grown initiatives by state governments in the North-East.

“Likewise, our efforts at enhancing support to victims have involved the establishment of the North-East Development Commission and the Ministry of Humanitarian Affairs, Disaster Management and Social Development which continue to embark on projects to rebuild communities affected by terrorist attacks and address the conditions conducive to terrorism,’’ he said.

According to him, the transnational nature of terrorism underscores the importance of strengthening regional institutions and mechanisms to counter the threat.

“It is in this connection and that Nigeria and the UN Office of Counter-Terrorism (UNOCT) will jointly host the next African Regional Counter Terrorism Summit in Abuja in the first quarter of 2024.

“This is to identify challenges as well as foster precipitous and collective action to strengthen national and regional institutions to effectively counter the threat of terrorism in Africa.

“We look forward to welcoming our African colleagues and key partners to this important event,” he said.

Monguno further said that building resilient institutions was not only essential to denying terrorists the freedom to carry out their heinous activities but also fundamental to bringing them to justice.

He said it was essential to provide protection for vulnerable communities and addressing the drivers of radicalisation.

“In the light of the evolving global terrorism landscape, national governments must continue to update legislation in order to build and strengthen national institutions to better respond to threats within and outside their borders.

“In Nigeria, the National Counter Terrorism Strategy (NACTEST) of 2016 and the Policy Framework and National Action Plan for Preventing and Countering Violent Extremism of 2017 provide a dependable architecture for the nation’s counter-terrorism efforts.

“However, more recently in 2022, we adopted the Terrorism (Prevention and Prohibition) Act, which repeals the Terrorism (Prevention) Act, 2011 as amended in 2013 and places prevention at the core of counter terrorism efforts.

“An assessment of this critical piece of legislation was carried out by the Security Council’s CounterTerrorism Committee Executive Directorate (CTED) during their most recent follow-up visit to Nigeria in October 2022.

“Inter alia, the TPPA 2022 enables the establishment of two critical institutions, the National Counter Terrorism Centre (NCTC) and the Nigerian Sanctions Committee (NSC).,’’ he said.

According to him, the centre, commissioned in March 2023, acts as a coordinating platform for Nigeria’s counter terrorism activities aimed at defeating terrorism in all forms.

Likewise, he said the Nigerian Sanctions Committee (NSC) was set up as the national entity responsible for the implementation of United Nations Security Council Resolutions 1373 on Targeted Financial Sanctions, as well as Resolutions 1267, 1988 and successor resolutions.

“Given the growing threat and influence of Da’esh and Al Qaeda on terrorist groups operating within our region, strengthening the effectiveness of these institutions will remain a priority for Nigeria in our fight to eradicate Boko Haram and ISWAP.

“The importance for states to truncate terrorists’ access to finances cannot be overemphasized. Terrorists continue to devise means of exploiting the illicit trade in precious minerals, natural resources, virtual assets, crypto currencies and kidnapping for ransom, to sustain their activities and carry out fresh attacks,” he said.

The former NSA , however, advised States to strengthen their various Anti-Money Laundering (AML) and Countering Financing of Terrorism (CFT) frameworks in line with best practices, including the guidelines by the Financial Action Task Force (FATF).

“In 2022, Nigeria adopted the Money Laundering (Prevention and Prohibition) Act, which has strengthened national AML/CFT compliance.

“Likewise, states must prioritise enhancing normative and institutional frameworks to prevent and deny terrorists’ illicit access to SALWs.,’’ he said.

In addition, he said as a former president of the Arms Trade Treaty (ATT), Nigeria remains a consistent advocate for strengthening regulatory measures to curb illicit manufacturing, trafficking and diversion of SALWs.

“The establishment of the National Centre for the Control of Small Arms and Light Weapons (NCCSALW) in 2021, as a policy guidance, research and monitoring centre, has strengthened Nigeria’s capabilities to respond efficiently to tracking and tracing requests.

“The exploitation and misuse of the cyberspace and new technologies by terrorists remains a cause for concern especially in an age where artificial intelligence can be deployed to spew misinformation.

“The use of social media to propagate hate speech and easily disseminate terrorist narratives, as well as their use of encrypted messages calls for increased collaboration between national authorities and platform operators to stem this threat,’’ the former NSA said.

World Refugee Day: Stakeholders pledge continuous support for displaced persons

Stakeholders in the humanitarian sector have pledged continuous support through strengthening access to national services that will empower refugees and persons of concern in the country to live self-reliant lives.

They made the pledge at a programme on Tuesday in Abuja to commemorate the 2023 World Refugee Day with the theme “Hope away from Home”.

Hajiya lmaan Suleiman-Ibrahim, the Federal Commissioner, National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI), said the day served as a reminder that no one chose to be a refugee.

“We are developing a significant framework and guidance documents that will forester the provision of durable solutions to refugees and other persons of concern,” Suleiman-Ibrahim said.

“Let us stand together not only in solidarity but on willful determination to foster a world where refugees are not mere survivals but cherished members of our global community.

“Today serves as a powerful reminder that no one chooses to be a refugee; it is the circumstances beyond control that forces them to leave everything behind; their homes, loved ones, families and their familiar surroundings,” she said.

Similarly, Ms Chansa Kapaya, the Representative of the United Nations High Commissioner for Refugees (UNHCR) to Nigeria, commended Nigeria for continuously keeping its doors and hearts open to people forced to flee their homes.

Kapaya said that currently Nigeria was hosting 95,700 refugees and asylum seekers in addition to the existing over 87,000 Cameroonian refugees hosted in four states in the South-East.

“Violence in Cameroon’s far north has also resulted in a new influx into Adamawa State, where an estimated 20,000 asylum seekers have arrived since mid-last year.

“In responding to the plight of refugees and asylum seekers, Nigeria has cultivated a positive and supportive environment starting with a favourable asylum policy where refugees can move freely once registered.

“This approach is a testament of the country’s progressive asylum policies and commitment to standing with refugees,” she said.

Kapaya mentioned the cases of Cross River, Taraba, and Benue states, where refugee children stand shoulder-to-shoulder with their Nigerian counterparts.

“They attend the same schools, undertake the same national examinations, and earn the same certifications, ensuring that they are not left behind,” she said.

Another example Kapaya cited is the Lagos State Employability Trust Fund which has extended its reach to include refugees in their livelihood -enhancing and skills-building programmes.

On his part, the Director of Humanitarian and Social Affairs, ECOWAS Commission, Dr Sintiki Ugbe said the needs of millions of displaced populations were on the rise compelling them to depend on daily rations for survival.

Represented by Mr Godfrey Alozie of the Commission, Ugbe said this has been made worse by violence, abject poverty, chronic food insecurity, malnutrition, and climate related factors.

He said in giving hope, three areas have been highlighted namely access, to jobs, enrollment in schools and access to services like housing, and healthcare.

“The next is solidarity, for no fault of theirs, they have been displaced away from home. We all need to show them a sense of belonging. We need to welcome them as this will refresh their hopes.

“The third is solutions, we need to provide durable solutions to assist displaced populations particularly refugees,” Ugbe explained.

The News Agency of Nigeria reports that the World Refugee Day is an international day organised on June 20 every year to celebrate and honour refugees from around the world.

Donkey dealers demand compensation over seized dried meat by customs

The Donkey Dealers Association of Nigeria is demanding one billion naira compensation from the Nigerian Customs Service (NCS) as the NCS hands over seized meat bags to the Nigeria Agricultural Quarantine Service (NAQS).

The News Agency of Nigeria learnt that the NAQS has since destroyed some 414 sacks of meat, valued at N200 million impounded by the Kebbi State Command of the NCS on May 19.

On June 14, the Comptroller of the NCS Command in Kebbi, Dr Ben Oramalugo, handed over the 414 dried meat sacks to the Kebbi State Command of the NAQS, raising fresh concerns on the objective of the NCS in its persistent seizures of dried donkey meat in Kebbi.

The command had on May 19, seized a truckload of dried meat being conveyed to Ochanja Market at Onitsha in Anambra, alleging that the meat was being shipped for export to China and other countries.

However, the seizures have sparked an uproar among hundreds of businessmen involved in the business, who question how dried meat cargo seized by customs operatives on the Koko-Zuru highway could be said to be heading overseas.

The traders had similarly, disclosed that their goods were confiscated because of their inability to raise about N1.5 million demanded by customs operatives on the highway, to allow the vehicle conveying the goods passage to Onitsha.

The National President of the Donkey Dealers Association, Mr Ikechukwu Aniude, who reacted to the latest development on the meat saga in a telephone interview with NAN in Abuja on Tuesday, described the meat seizures as unacceptable and a blatant destruction of lives and livelihoods.

He said that turning over the dried meat sacks to the NAQS one month after the seizure had raised more questions on the activities and real intentions of the customs command in Kebbi in seizing donkey meat all the time.

According to him, the Kebbi NCS command should be compelled to make restitution and also be directed to desist forthwith from impounding truckloads of dried meat on highways in the country.

“We are demanding an immediate compensation of one billion naira to members of our association whose livelihoods have been ruined for engaging in donkey business to find their daily bread.

“We also demand a probe of the activities of the NCS Command in Kebbi State because this is the only state in Nigeria where donkey meat is being impounded on highways.

“The reasons being given by the comptroller of the customs command in Kebbi are not tenable because no law forbids eating of donkey meat or dealing in businesses in the donkey value-chain.

“Seizing our goods and destroying them on flimsy excuses that donkey meat is being exported to China and other countries is the height of man’s inhumanity to man.”

Aniude pleaded with the Federal Government to discourage those he described as overzealous security operatives from destroying legitimate means of livelihoods of hard working Nigerian citizens.

The association president stated that members of the association had lost goods valued at about N400 million since March 8 last year, when the Kebbi Command of the NCS started its relentless campaign of seizing truckloads of dried meat on highways in the state.

Aniude wondered why the Kebbi NCS command would descend so heavily on donkey dealers, in spite of ongoing efforts in the National Assembly to deliberate on the legality or otherwise of dealing in donkey business.

It will be recalled that Oramalugo after handing over the seized dried meat to the NAQS, defended the seizures, saying that handing over to the NAQS was in “the spirit of inter-agency cooperation.

“If you could recall, the process of seizures started from Maje border and ended in Kamba axis in May in the state,’’ customs chief stated, without explaining the possibility of exporting dried meat by the traders.

Findings, however, show that donkey business has been thriving in Nigeria for more than half a century with millions of homes, making their meals with donkey meat from day to day, due to its affordability.

The meat is consumed largely in Nigeria’s Southwest, Southeast, South-South and parts of Northern Nigeria, especially the Zuru areas of the Northwest and in many communities in North Central Nigeria.

Unofficial estimates put the number of donkeys in Nigeria at about 1.5 million at present, with the country also having about 20.7 million heads of cows nationwide.

Only 10 of 14 regions have fair health care staffing: MoHSS

The Ministry of Health and Social Services (MoHSS) has revealed that only 10 regions in the country have fair staffing of health care workers, representing 71 per cent in areas of key service delivery, district hospitals, health centres and clinics.

A Health Care Workforce Status Report for 2022 issued recently indicated that only three regions, Khomas, Erongo and Otjozondjupa have good staffing, while none of the regions have ‘very good’ staffing as per the scoring model.

The report indicated that the staffing levels vary across district hospitals with Mariental, Lüderitz, Nankudu, Okakarara, Karasburg, Okahao, Tsandi, and Omaruru having very low staffing levels.

It said by 31 July 2022 MoHSS had a total of 21 138 approved posts of which 13 029 representing 62 per cent were filled, while 1 463 representing 56 per cent were temporarily filled.

“The vacancies on the approved establishment that are not filled are mainly due to funding constraints and difficulties finding and recruiting certain cadres on the market,” the report said.

The report also noted that Government funds 81 per cent of the filled posts while the United States of America President’s Emergency Plan for AIDS Relief (PEPFAR) funds 17 per cent of the healthcare workforce. The Cuban volunteers constitute less than 2 per cent.

It said the ministry has a total of 92 volunteers from Cuba of whom the majority are specialists (59 per cent), pharmacists (16 per cent), and biomedical engineers (13 per cent), while others include, dentists, anaesthetists, physicians, gynaecologists, maxillofacial surgeons, paediatricians, surgeons, dermatologists, and prosthodontists.

“Government supports the majority of health care workers in all 14 regions, though the donors play a significant role in a few regions such as in Kavango East, Khomas, Oshana, and Oshikoto,” it said.
