The Government of St Kitts and Nevis celebrates a year in office with key accomplishments

Basseterre, Aug. 23, 2023 (GLOBE NEWSWIRE) — The Prime Minister of St Kitts and Nevis, Honourable Dr. Terrance Drew, addressed the nation recently on St Kitts and Nevis’ Labour Party’s (SKNLP) one-year anniversary and outlined some of the Party’s successes in that period.

After Honourable Dr. Drew consulted with experts during the pandemic, he made the bold decision to lift Covid-19 restrictions. This decision supported the survival of the tourism sector.

Honourable Dr. Drew, shared on social media his gratitude for the support the government received from local citizens and noted the country’s latest developments, he outlined SKNLP administration’s critical achievements from August 2022 to August 2023, which include:

Growth in the education sector

The government has significantly reduced student loan interest rates from nine per cent to five per cent at the Development Bank. And student loans received interest-free debt relief for the first time in a little over four years.

The government implemented a ‘Graduate Finance’ Project with ECD$15,000 credit for students with loans at the Development Bank and other banks. With an additional ECD$25,000 grant for students applying and studying relevant undergraduate or graduate programmes.

Sports and recreation 

St Kitts and Nevis Ministry of Sports, under the leadership of Samal Duggins, has launched numerous initiatives as part of the government’s achievements, such as:

  • Transforming Lambert’s playing field to be used to attract more citizens to partake in sports activities on the field.
  • Restoration project in the Warner Park Cricket Stadium to host international games and support the growing tourism sector in the country.

Economic growth 

Indigenous financial institutions in the country now provide zero down payment for mortgages, which makes it possible for homeowners to qualify to purchase their dream home on the twin island nation.

The government-subsidised Fuel Variation Charge (FVC), and the cost of fuel and electricity subsided to ECD$9 million per month.

The first Citizenship by Investment (CBI) dividends were paid out to CBI investors in December 2022 and in June 2023, indicating that the St Kitts and Nevis CBI Programme has shown strength in economic development.

During the first year of the new SKNLP administration in office, the government received the highest tax collection through inland revenue, despite no tax increases and new taxes. Small businesses in the country impacted by the COVID-19 pandemic received ECD$20,000 Small Business Loans from the Development Bank.

The government was able to reinstate its Gratuity payouts for retired Government Auxiliary Employees (CAE) with a minimum of 10 years of service.

Growth in the tourism sector 

The government increased the number of different airlines to the destination with Caribbean Airlines, InterCaribbean Airlines and JetBlue Airlines to the country’s airlift. The “Venture Deeper” tourism brand campaign was launched to diversify tourism initiatives.

Honourable Dr. Drew and his administration welcomed the world’s largest cruise liner, Wonder of the Seas, to its port. Additional, extended discounted value-added tax days to three times a year – in Easter, Summer and Christmas festive seasons. And duty-free import of food up to 400lbs, including a duty-free allowance of US$200 for travellers and non-commercial importers.

Changes in the country’s legislation

The Government of St Kitts and Nevis improved its good governance by implementing changes to laws being passed to support and protect the country’s diverse communities, which include:

  • A Domestic Violence Act to protect women, men and children who are exposed to and affected by domestic violence.
  • Alterations were made to the Eastern Caribbean Central Bank legislation, and the African Export-Import Bank (Afreximbank) Agreement Act was created for the country to access ECD$1.5 billion of capital to develop projects in electricity and energy, water and various other sectors.

Housing project launched 

The government commitment is to build 2,400 affordable hurricane-resilient smart homes in four years that will be built in four phases. Each phase will construct 600 homes, with features for each new homeowner to enjoy, including a water tank and a rooftop water heater in each home.

Growth in the healthcare sector 

Honourable Dr. Drew added that there are healthcare initiatives to provide essential healthcare to disadvantaged children through paying for emergency overseas medical care. This initiative saved over thirty sick children in the twin federation.

The above accomplishments were achieved by critical steps to preserve the economy and tourism sector. St Kitts and Nevis’ economy ricocheted in the last year with significant growth in the agriculture, financial services, and tourism sectors. Fare spike: ICT firm woos private car owners into transport business

A Communication Technology Firm, MyCoPilot Ltd., has wooed Private Car Owners into indirect transportation business to help cushion the effects of subsidy removal on commuters in the country

2023-2024 Academic Year due on September 1

Ministry of Education (MED) announced Wednesday in Luanda the official opening of the academic year 2023/2024 on September 1, 2023 and ending on July 31, 2024, ANGOP has learnt.

In a press note, MED states that the first quarter is due to begin on September 4th and going until December 15, 2023.

It also notes that during this period there will be an Academic Contest such as “Mathematics, Physics, Financial Literacy Olympiads”, “SADC Writing Contest”, as well as “Reading”.

The second quarter will start on January 3rd and ending on March 28, 2024.

During this period, the 2nd grade will conduct National Assessment (Reading Fluidity Proficiency), the 5th and 8th grades will hold National Assessment (Learning of Portuguese Language and Mathematics).

The document also announced the provincial school games going until the 15th of March and the zonal school games for the break of the 2nd quarter on 1-12 April.

According to the document, the third quarter begins on April 8 and runs until July 31, 2024, the period in which the XII Edition of the Mathematics Olympiads, 6th Edition of the Education System Sample Fair –Educa- Angola 2024 will be held.

This includes Mathematics Olympiad of the Community of the Portuguese Speaking Countries (CPLP), as well as the Final Phase of the 6th Edition of the Physics Olympiads.

The 2022/2023 academic year began on September 6, 2022 in all pre-school institutions – Primary and Secondary Education, Public, Subsidised and Private institutions

Canoeing: Angolan athlete at World Cup semi-finals in Germany

Angolan Domingos Pacavira qualified Wednesday (23) in Duisburg, Germany, for the semi-finals of the 200 meters of the Canoe World Championship.

The qualification of the athlete followed the result of the sixth place obtained in series three, over time of 45 seconds and 935 tenths among seven competitors.

In the semi-finals, scheduled for Friday, Pacavira will dispute the first three places that qualify for the final A, against Jasmin Klebic (Bosnia and Herzegovina), Adel Mojallalimoghadam (Iran), Alejandro Rodriguez (Colombia), Oleksii Koliadych (Poland) and Artur Guliev (Uzbekistan).

In the competition, which involves eight opponents, the national athlete will also compete with canoeists from Latvia (Stanislavs Lescinskis) and Iraqi Kadhim Aldain.

In this event, from the 4th to the 6th place, qualify for the final B but, with no chance of disputing the podium.

Also Wednesday morning, Angola competed in Kayak with Geovany Bofila, who failed to qualify for the next phase in the 500m, by placing eighth with a time of 1min:55 secs and 573 tenths.

The Angolan team will compete again at 4:55 pm, in an individual canoe, with Banilson Sandanos 1000m, and Manuel António and Benilson Sanda in the 1000m double canoe (C2)

Luanda hosts forum on marketing, digital sales

Luanda will host the third edition of Expo-Forum on 11-13 October to address digital marketing, advertising and online sales.

Sponsored by the marketing and advertising company Angomarketers, the event follows a pattern of companies in Europe and Latin America on the same theme.

Speaking to ANGOP, the company’s manager Luís Alva said the first day of the event will focus on Marketing, with the second day on Digital Marketing, while the third will deal with online sales.

The expert said the event will gather specialists from Angola, Portugal, Brazil, Venezuela and Türkiye.

Saudi Arabia grants over US$100 million to Angola

The Kingdom of Saudi Arabia has approved the granting of a loan worth US$110 million for the implementation of an industrial project in the municipality of Catumbela, Angolan province of Benguela.

This was confirmed Wednesday to the press by that country’s Counselor of the Royal Court Ahmed Bin Abbulazizi Kattan at the end of an audience the Angolan president João Lourenço granted to him in Luanda.

Ahmed Bin Abbulazizi Kattan, who did not specify the industrial project, said the meeting with the Angolan Head of State discussed, among other issues, the exchange of information of interest to both countries.

Ahmed Bin Kattan said, precisely, he had informed the Angolan Head of State about the instructions from the King of Saudi Arabia to the Ministry of Foreign Affairs of that country on the opening of the Embassy in Angola, as soon as possible.

João Lourenço was also briefed on the preparations for the Saudi Arabia-Africa Summit set for November in the Middle East country.

In recent years, the political and diplomatic authorities of Angola and the Kingdom of Saudi Arabia have been working on strengthening bilateral cooperation and identifying new areas to deepen the partnership.

In September 2018, the two countries signed a General Cooperation Agreement in the Technical and Scientific domain.

The deal launched foundations to leverage the sectors of staff training and science development.

Angola and Saudi Arabia also maintain cooperation under the Organisation of Petroleum Exporting Countries (OPEC).

Angola, Brazil with 11 cooperation agreements in pipeline

At least 11 cooperation agreements are expected to be signed as part of the State visit of the President of Brazil Luís Inácio Lula da Silva to Angola, scheduled to start on Friday.

The information was provided Wednesday in Luanda by the Brazilian ambassador to Angola Raúl de Mello Vidal, after a meeting with the National Assembly Speaker Carolina Cerqueira.

According to the diplomat, these are agreements in the areas of agriculture, health, inclusive education, transport, creation of small and medium-sized companies, treatment, processing and transfer of public administration data, as well as reciprocal support for candidacies in international institutions.

The diplomat added that Presidents João Lourenço and Lula da Silva will launch, during the visit of the Brazilian statesman, the Cunene Valley Development Programme, on the occasion of the economic and business forum.

He said the forum will include the participation of 500 businessmen, of whom around 170 Brazilians integrating the Brazilian Presidential entourage.

Raúl de Mello Vidal said that on the table there will also be issues linked to the fields of defence and peace, construction of shipyards, export of vessels and the training of Angolan military personnel to participate in UN missions.

The ambassador said that the first Angolan rapid displacement force was already being prepared in his country to join the UN missions.

He announced Brazil’s intention to build, in the near future, a consulate general in Angola to meet the demand for visas to his country, which has grown by 760 percent in the last three years.

The current situation, he added, recommends strengthening the mission as around 27,000 Brazilians currently living in Angola, the largest community on the African continent, followed by South Africa, with 3,000.

He said that President Lula da Silva’s visit will serve to renew the strategic partnership agreement between the two countries, signed in 2010.

On the occasion, Raúl Vidal informed that the Brazil/Angola Parliamentary friendship group will be resumed.

The Brazilian ambassador was at the National Assembly to discuss details of the extraordinary plenary session, to be held during the President Lula da Silva’s visit to Angola.

In Angola, President Luís Inácio Lula da Silva will be accompanied, among other personalities, by 11 Parliamentarians from his country.

Cooperation between Angola and Brazil began to take shape on June 11, 1980, with the signing of the Economic, Scientific and Technical Cooperation Agreement.

Under this agreement, the two countries developed bilateral cooperation in the areas of health, culture, public administration, professional training, education, environment, sports, statistics and agriculture.

Multimedia exam for driving license to come into force by November

National Road Traffic Department (DNVT) said it will launch as of first half of November Multimedia test to ensure the acquisition of driving license in a move believed to reduce the road traffic accidents.

The General Commander of the National Police (PN), Arnaldo Carlos, announced this on Wednesday in Luanda.

The senior official of National Police was speaking during a press conference, after participating in the third ordinary session of the National Council for Roads and Traffic Planning ( CNVOT), chaired by the Vice President of the Republic, Esperança da Costa.

“The procedures for carrying out the online exams are already underway. Next November they will come into force,” he assured after the meeting which analysed the causes of road accidents in the first semester of the current year.

According to Arnaldo Carlos, the introduction of the online exam is one of the many strategies of the CNVOT to be implemented to reduce the number of road accidents, which from January to July totaled 7,283.

During the same period, 1,458 dead and 8,926 injuries were recorded, as well as material damage estimated at more than one billion kwanzas.

To the General Commander of the National Police, speeding and illegal overtaking are among the main causes of these unfortunate incidents.

Still in relation to the first half of the current year, the boss of the PN informed that the main victims of the accidents were pedestrians and passengers, aged between 16 and 44, mostly men

Judiciary receives pro-Amushelelo petition

About 50 people protested in Windhoek on Wednesday in solidarity with Namibia Economic Freedom Fighter member, Michael Amushelelo.

Amushelelo was arrested in March on allegations that he violated a court order that prevented him from protesting against youth unemployment. He was arrested alongside Popular Democratic Movement (PDM) member of parliament Inna Hengari and social activist Dimbulukweni Nauyoma on 21 March 2023. Hengari and Nauyoma have since been released on bail of N.dollars 5 000 each.

On Wednesday, protestors marched from Katutura Shoprite to Zoo Park in the Central Business District with a petition addressed to the Office of the Judiciary.

Amushelelo and his sympathisers insist that he and his co-accused did not protest, but were merely informing the crowd about the High Court’s order that prevented them from protesting on 21 March.

“We emphasise the crucial need for the judiciary to demonstrate its independence from external political influences. The erosion of trust in the judicial system among the youth is currently a matter of deep concern. The suppression of voices and the fear of political involvement due to potential repercussions cast a shadow on the principles of democracy that our nation upholds,” the petition reads.

Amushelelo addressed the protesters via a phone call. His wife, Julieta Amushelelo, also joined the crowd.

“We must have young Amushelelos rising up in every part of the country so that it becomes a point where prisons are filled with people fighting for justice, and a righteous cause. Remember, we are not fighting for anything other than what was the promise of our forebearers, and that is basically prosperity and a harmonious country that we are all supposed to live in. Unfortunately, the country has become a police state,” Amushelelo told protesters.

The Judiciary’s Executive Director Bernard Kukuri received the petition.

Mbumba launches #WeAreEqual campaign

Vice President Nangolo Mbumba on Wednesday launched the #WeAreEqual campaign, a continental action plan by Africa’s first ladies aimed at closing the gender gap in Africa.

#WeAreEqual is an initiative of the Organisation of African First Ladies for Development (OAFLAD), which has a membership of 45 first ladies across Africa. The initiative is aimed at advancing gender equity and closing the gender gap across the continent.

Speaking at the launch at State House, Mbumba said the campaign aims to advocate and improve the lives of women and girls in Namibia and across Africa by promoting gender equality. He said women and men possess the same inherent dignity and deserve the same rights as they have the same potential to contribute to society regardless of gender.

“With this campaign, we want to bring an essential truth that women and men are equal, no exception. Despite the fundamental truth, the reality faced by many girls and women across Africa tells a different story and Namibia is no exception,” he noted.

According to the Global Gender Gap Index (GGGI), Namibia has been ranked as the most gender-equal country in Africa, and the eighth most gender-equal country in the world as of June 2023. No country has however achieved full gender parity yet.

Mbumba highlighted that the campaign will focus on areas where women and girls mostly experience inequality such as health, education and economic empowerment, amongst others.

Speaking at the same occasion, Namibia’s First Lady and President of OAFLAD, Monica Geingos said African first ladies are joining hands to shine a spotlight on the importance of closing gender gaps, how gender equality benefits everyone, and why it is essential for progress on all fronts of development.

“Inequality continuously manifests itself in every shape that challenges society and the result of inequality speaks for itself and we need to listen… #WeAreEqual speaks to the discrimination women and girls experience in everyday lives, and together we can break down the wall that is standing in their equal rights,” she noted.

Geingos further noted that the campaign equally aims to bring together stakeholders and partnerships with the mission to overcome harmful gender practices and build towards the African Union Agenda 2063 where both women and men conquer ‘The Africa We Want’.

The campaign was officially launched in Kinshasa, Congo by OAFLAD in June 2023 and Namibia is the first country to launch its national campaign.

Alleged murderer denied bail at Keetmanshoop

The 24-year-old man accused of stabbing and killing another man here on Saturday, has been denied bail in the Keetmanshoop Magistrate’s Court.

Court documents seen by Nampa indicated that Arno Rooi on Tuesday made his first court appearance before Magistrate Unchen Konjore, who denied bail because police investigations are at an early stage.

Bail was also denied because of the seriousness of the case and because the State fears that the accused will interfere with police investigations.

The case was postponed to 02 October 2023 for further police investigations.

Rooi indicated to the court that he will defend himself and plans to plead guilty to the charge of murder.

The State was represented by Iyaloo Haipinge.

Earlier, the Namibian Police Force’s crime investigations coordinator for ||Kharas, Deputy Commissioner Nikodemus Mbango, told this news agency it is alleged that Rooi and 25-year-old Elrico Isaacks, had a quarrel prior to the stabbing.

“The reason for the quarrel is unknown to the police. The suspect allegedly took a knife and stabbed the deceased in the stomach once. He then walked up to where he resides and died there. The murder weapon was recovered,” he said.

Mbango said the incident occurred in the Tseiblaagte residential area.

Rooi is remanded in custody at the Keetmanshoop police holding cells until his next court appearance.

South Africa can use expertise from Namibia for Nama language development: Mapanka

South African Nama Development Association (SANDEVA) founding president, James Mapanka, has stated that for the South African government to effectively develop the Nama language and integrate it into schools, it must rely on Namibia’s expertise.

A group of about 16 people, including Mapanka, are in the ||Kharas Region for a week-long working visit organised under a twinning agreement between the ||Kharas Regional Council and the Northern Cape Provincial Government on economic development opportunities, safety and security and improving education and cultural tolerance, which was signed in September 1999.

In an interview with Nampa here on Wednesday, Mapanka said there is no need for South Africa to reinvent the wheel while it can benefit from the expertise and skills found in Namibia, which is also covered by the twinning agreement.

“We can learn a lot from our counterparts in Namibia, we are trying to show people that in the southern African region, we can integrate our programmes, we can learn from one another, and all we need is goodwill for the language and the culture,” he said.

He indicated that one of SANDEVA’s objectives is to create a training manual that will be employed in South Africa to provide Nama language training at an acceptable level.

“It is in our constitution for the language to be developed, but we aim to avoid delivering sub-standard language training. We want it to be on a standardised level, we do not want a situation where the Nama language is spoken on different levels in Namibia and South Africa. It should be uniform,” he added.

He further said once the group returns to South Africa, they must persuade the education department to introduce Nama language teaching in schools for Nama descendants and any other South Africans interested in learning the language.

“We are the activists of the language and tradition, we will go back and lobby those who are in power to see to it that the Nama language becomes part of the curriculum,” said Mapanka.

Edwina Adams, a qualified teacher from the Eastern Cape, told this news agency she aspires to be a Khoekhoegowab practitioner.

“Nama is a very interesting language, our language has been dying out where I am from. I am learning a lot from this trip, the Nama history and all. What stood out for me was that when we visited the schools those little children could speak, write and read the language fluently, It was amazing and I want to be part of that,” she said.

Telecom employees hold peaceful demonstration

Telecom Namibia employees on Wednesday held a peaceful demonstration demanding salary increases and alleging that there is corruption within the company.

Speaking on behalf of the employees, Sophia Egelser said the demonstration will continue for the next two days. She said the demonstration will only end once the Board Chairperson, Melkizedek Uupindi or Deputy Chairperson, Amanda Hauuanga receive the petition.

The employees demanded that they receive bonuses and salary increments and said the board of directors should avail themselves to the Namibia Public Workers Union (Napwu) immediately.

The employees further alleged that board members are involved in corruption and said they wanted to see it come to an end.
