Ondangwa: Minister of Information and Communication Technology, Emma Theofelus, launched the 2026 Namibia Cyber Security Incident Management Guidelines on Wednesday in Ondangwa. This tool is critical in strengthening the country's response to escalating cyber threats.According to Namibia Press Agency, Theofelus stated that the guidelines provide a national framework for detecting, analysing, responding to, and recovering from cybersecurity incidents across both public and private sectors. She emphasized that cyber threats are real and evolving, posing disruptive risks to critical infrastructure, government operators, private entrepreneurs, and citizens.The guidelines were developed by the Namibia Cyber Security Incident Response Team (NAM-CSIRT) in collaboration with stakeholders. They outline standardised procedures and best practices aimed at improving coordination and resilience in the face of increasingly sophisticated cyber-attacks. Theofelus described the guidelines as a strategic blueprint offering operational standards and best practices for handling cybersecurity incidents collectively.She further noted that the guidelines promote a proactive, risk-based approach, encouraging organisations to identify weaknesses, strengthen internal controls, and adopt a culture of cyber hygiene. The document also stresses the importance of collaboration between the government, private sector, and international partners, particularly as many cyber attacks originate outside Namibia, complicating enforcement efforts.Theofelus urged stakeholders to adopt the framework, describing it as a crucial step toward building a resilient and secure digital environment that supports national development.Oshana Regional Governor Hofni Iipinge, speaking at the same event, highlighted that the country's rapid digital transformation has increased exposure to cyber threats, making a coordinated response framework both timely and strategic. He stated that the guidelines provide a coordinated national framework to detect, report, an d respond to cybersecurity incidents while strengthening collaboration between government, private sectors, and critical infrastructure operators.Iipinge also emphasized that cybersecurity is a shared responsibility of all institutions and individuals, urging everyone to cultivate a culture of cyber awareness and vigilance. The guidelines were launched under the theme 'Building a cyber resilience ecosystem.'
