Oshikoto: The Electoral Commission of Namibia (ECN)'s returning officer for Oshikoto's Guinas constituency, Sion Shikufinde, reported that some property owners have not allowed ECN officials to enter their properties despite consulting them.
According to Namibia Press Agency, Shikufinde reported in an interview that the ECN's mobile team, scheduled to operate at Mokuti Lodge from 10h00 to 11h00, was denied access. The lodge's management cited concerns that ECN activities might damage their lawn and obstruct logos. Despite discussions emphasizing the importance of the election, the lodge's management insisted their staff would vote at the Namutoni gate fixed polling station after 17h00.
A temporary structure was set up at the lodge's gate to facilitate a mobile polling station, but it attracted only a small number of voters, Shikufinde noted. Meanwhile, Tsintsabis Combined School polling station saw over 600 voters before 18h00, and Ondera resettlement farm's polling station recorded over 200 voters. In contrast, the Namutoni gate polling station had the lowest turnout with just 30 voters.
Namutoni gate's presiding officer, Tulikefo Ndaudonya, confirmed the low turnout, adding that technical issues such as machines freezing in the morning heat were quickly resolved. Oshivelo police station fixed polling station's Penehafo Haikela reported that 164 voters had cast their votes before 17h50 and mentioned turning away residents from Omuthiya and Nehale Lyampingana constituencies, clarifying that the by-election was strictly for Guinas Constituency residents.
The by-election was necessitated by the death of former Guinas councillor, Elias Marthinu, who passed away in October 2024.
