IPC withdraws two councillors from Windhoek local authority

Independent Patriots for Change (IPC) leadership has withdrawn two of its City of Windhoek (CoW) local authority councillors, Fillemon Hambuda and Desiree Davids, for alleged inappropriate conduct contrary to the party’s constitution.

In a letter issued to the two councillors and seen by Nampa on Monday, the party’s National General Secretary, Christine !Aochamus, said the decision to withdraw the councillors follows a meeting that involved the pair on 28 June 2021, concerning their alleged misconduct while carrying out their duty as councillors on the party’s tickets.

She said the party further instituted an investigation that involved the concerned councillors and other administration officials in the city in cooperation with CoW Internal Audit team. Upon completion of the investigations, the party had another meeting with the two councillors on 06 and 07 August and concluded to withdraw them as per the Local Authorities Act 23 of 1992 and the party’s constitution.

‘The IPC Leadership, has an obligation to the electorate to ensure that the city allows the party responsible for fielding councillors to act ethically and in compliance with the rule of law, and in the event of any indication implied or otherwise. IPC has a duty to investigate and the city has an obligation to comply with IPC and any other political party’s request to effect justice, transparency and accountability of our councillors,’ said !Aochamus.

She added that IPC has vowed to fight corruption and shall act in all possible manners, including the use of “stick and carrot” to seek compliance with its attempts at seeking accountability of its councillors. Because it endeavours to progress in the same manner to ensure ethical services are delivered to the citizens of Windhoek.

When contacted for comment Davids said she has seen the letter on the party’s WhatsApp group but it was not given to her officially, and does not know what is going on because investigations into her matter were supposed to be completed on Monday 09 August 2021 and availed to the party’s leadership on Tuesday 10 August 2021.

Efforts to get comments from Hambuda proved futile as he did not answer his phone after multiple attempts.
