Uncle allegedly rapes two-year-old at Oniimwandi village

A two-year-old female toddler from Oniimwandi village in the Onayena constituency of the Oshikoto region was reportedly raped by her 21-year-old uncle last week Tuesday.

A weekend crime report by the Head of the Namibian Police Force’s Public Relations Division, Deputy Commissioner Kauna Shikwambi on Sunday said it is alleged that the suspect had sexual intercourse with the at about 12h00.

The suspect is expected to appear in the Ondangwa Magistrate’s Court, while police investigations continue.

In a similar incident, a four-year-old girl from Kakoro village in the Kavango West region was allegedly raped by her uncle on Friday.

The report said the suspect allegedly picked up the victim and took her into his hut before forcefully having sexual intercourse with her at an unknown time until the next morning.

“The suspect was arrested the next day after he evaded arrest on the first day. Police are investigating the incident further,” it said.

Meanwhile, a 16-year-old girl from Katongo village in the Zambezi region was allegedly raped on Thursday by an unknown man while on her way from afternoon studies.

The suspect reportedly followed the victim to her hut and forcefully gained entrance before forcefully having sexual intercourse with her, without consent.

The suspect is yet to be arrested and police Investigation continues.

In another incident, a 14-year-old female from Mariental in the Hardap region was allegedly raped by a man age unknown on 19 September 2022 at an unknown time.

The report said the suspect was sharing a bed with the victim due to a limited sleeping place before having forceful sexual intercourse without her consent.

“The suspect fled to Windhoek and is known to be arrested immediately. Police investigations continue,” it noted.

Disrupting harm in Namibia: Evidence on online child sexual exploitation and abuse

Children in Namibia are facing significant risks as they navigate the complexities of the digital world. Disrupting Harm has estimated that in the past year alone 9 percent of internet-using children aged 12 to 17-years have experienced clear examples of online sexual exploitation and abuse (OCSEA) that includes blackmailing them to engage in sexual activities, sharing their sexual images without permission, or coercing them to engage in sexual activities through promises of money or gifts. This represents an estimated 20,000 children across the country. Low public awareness about OCSEA combined with a range of social barriers contribute to low rates of disclosure of OCSEA by children. Frontline support workers, law enforcement and justice workers need training, systemic changes, and resources to sustain the prevention and responses to these crimes. Legislation related to OCSEA requires enhancement; encouragingly promising draft laws are undergoing consultations. Urgent action from the government, industry and the social service sector is needed to disrupt harm to children in Namibia.

Two male cattle rustlers arrested in the Okamatapati area

Two male suspected cattle rustlers were arrested on Thursday morning after they were allegedly found with 49 stolen heads of cattle in one of the suspect’s kraal at Okuapa village in the Okamatapati area.

Namibian Police Force (NamPol) spokesperson in the Otjozondjupa Region, Inspector Maureen Mbeha, in an interview with Nampa on Friday said the suspects will be fully charged for stock theft on Friday, and will appear in the Okakarara Magistrate’s Court on Monday.

It is alleged that the 49-year-old suspect, who is out on bail in a separate stock theft case of November 2019, together with his 38-year-old accomplice, stole the cattle in the grazing field situated approximately 20 kilometres from where they were found.

Villagers who reside about three kilometres from where the cattle were found, allegedly became suspicious when they spotted livestock tracks passing in between their houses.

As a group, they decided to follow the tracks not far from their houses,and found 49 cattle carrying different brand marks and eartags in the kraal of one of the suspects, together with his few cattle, said Mbeha.

“This alarmed the villagers, who then called in the police from the Okamatapati Police Station,” she said.

The suspects, who were still together inside the main suspect’s house on Thursday morning, were then approached for questioning by the police.

The two were later arrested after the 57-year-old cattle owner had opened a stock theft case at the same police station.

The cattle with a market value of N.dollars, 450 000 were recovered and will be handed over to the owner by Friday afternoon, said Mbeha.

Police investigations into the matter continue.

The police at Rundu arrested a 47-year-old man on Saturday after the Mercedes Benz truck he was driving, collided head-on with a Toyota pickup, killing its driver.

Namibian Police Force (NamPol) crime investigations coordinator in the Kavango East Region Deputy Commissioner Bonifatius Kanyetu told Nampa today that the incident happened on the Trans Caprivi High Way at around 20h15.

‘It is alleged that the driver of the Mercedes Benz truck was driving from the East to Western direction when he collided head-on with the deceased’s car and he failed to ascertain the nature and extent of injuries sustained after the accident,’ Kanyetu said.

He was thus arrested for reckless and negligent driving, driving a vehicle on a public road without a license and failing to render assistance to an injured person.

The injured passengers in both vehicles received treatment at the Rundu State Hospital.

Minor raped at knife point at Onasti village

The report also said that a 13-year-old girl was allegedly raped on Thursday at Oshomukwiyu village, in the Endola constituency of the Ohangwena region at an unknown time.

It is alleged that the 41-year-old Angolan suspect found the victim sleeping with other children in a room where he undressed her and had sexual intercourse with her, without her consent.

“The suspect is the boyfriend of the victim’s aunt who was not at home that night. The suspect was arrested and will appear before the court on Monday,” it noted.

In a similar incident, a 26-year-old woman was reportedly raped on Thursday at about 22h00 in Outjo’s 7de Laan location, in the Otjozondjupa region.

It is alleged that the suspect and victim were allegedly seen drinking alcohol together, before the suspect grabbed and pulled the victim to his residence where he had sexual intercourse with her, without her consent, the report read.

The 34-year-old suspect male was arrested and is expected to appear before the Outjo Magistrate’s Court, on Monday.

In a separate incident, 40-year-old Abubaka Abrahams died after he was allegedly stabbed with a knife several times on the back and neck in the Otjomuise residential area in Windhoek, on Saturday at about 20h25.

The report said the deceased succumbed to injuries after losing a lot of blood. His next of kin have been informed and the known suspect evaded arrest.

In a similar incident, 34-year-old Brandon Frederick died after he was allegedly stabbed with a knife on Saturday at Noordhoek suburb of Keetmanshoop in the //Kharas region at about 21h00 by his uncle.

According to the report, a quarrel emanated over tobacco before the suspect allegedly stabbed the deceased in the chest and was declared dead upon arrival at the Keetmanshoop State Hospital.

The next of kin were informed. Police investigations in all matters continue.

Namibia’s classification as middle-income country is fraud: Geingob

President Hage Geingob said that 100 years of colonisation and the current classification of Namibia as an upper-middle-income class country does not reflect the reality on the ground when it comes to the income disparities between the wealthy whites and poor blacks.

Speaking at the 77th United Nations General Assembly themed ‘Solutions through solidarity, sustainability and science’ in New Work on Wednesday, Geingob said the formula of dividing the country’s small population with the Gross Domestic Product (GDP) deriving a high per capita income is flawed and requires urgent consideration.

Geingob stressed that the upper middle-income classification denies Namibia access to soft loans and grants, which are necessary to fight inequality aimed at lifting many out of poverty.

“Global debt is at an unprecedented level and interest rates are rising. This reality limits our fiscal space. As we talk about our collective aspirations, we should remain acutely aware of the vulnerabilities facing developing countries. I am confident that the unfair classification of countries like Namibia as upper middle-income countries will enjoy priority,” he lambasted.

Geingob equally called for the inclusion of Africans in the UN security council, stressing that Africa is a continent of 1.2 billion citizens and its exclusion from the Security Council is an injustice.

He noted that for as long as the Council fails to reflect in stature and composition, current global realities, it will not be able to adequately address global concerns, therefore there is a need to reform the Security Council, in line with the Common African Position.

Geingob also called for the upliftment of the heavy burden of sanctions against Cuba and Zimbabwe, saying, it is time that the sons and daughters of Cuba are given their right to a decent life, free from an embargo that denies them their right to develop their own country. Zimbabwe, he said, has made laudable progress and reforms, which should be given a chance to succeed without the weight of sanctions.

The President equally called for an urgent need to start implementing the two-state solution as the only viable alternative that can end inequality and bring peace to both the people of Palestine and Israel.

Suspect in Otjiwarongo learner’s stabbing appears in court

The 20-year-old woman linked to the stabbing of a Grade 8 learner at Otjiwarongo last week, made her first appearance in the Otjiwarongo Magistrate’s Court on Monday.

Navula Hunibes allegedly stabbed 16-year-old Wesley Dai-Khib, who was a Grade 8 learner at Donatus Senior Secondary School, at the Eie Risiko informal settlement at the town on Thursday.

Dai-Khib was stabbed once in the neck with a kitchen knife and allegedly died in the accused’s house.

Hunibes appeared before Otjiwarongo Magistrate Karel Muyeghu on Monday on a charge of murder.

Muyeghu explained her legal rights to engage a private lawyer of her choice, defend herself in court, or apply for a State-funded lawyer through the Ministry of Justice’s Legal Aid Department.

She opted to conduct her own defence during court proceedings.

Public prosecutor Toini Amuthitu, who represented the State, strongly opposed the granting of bail, saying police investigations were in the initial stages and citing the seriousness of the charge Hunibes faces.

Hunibes was then denied bail and remanded in police custody at the Otjiwarongo Police Station holding cells.

Her case was postponed to 26 September 2022 for further police investigations.

Bodies of Zambezi plane crash victims released

The Namibian Police Force’s Forensic Pathology subdivision at Katima Mulilo has formally released the bodies of the four German nationals who died in a plane crash at Impalila Island earlier this month.

The four family members and a South African pilot died on board the aircraft that crashed on the banks of the Zambezi River.

NamPol spokesperson, Deputy Commissioner Kauna Shikwambi, told Nampa on Tuesday the bodies of the German tourists were released to their family on Friday, 16 September 2022 after their identities were confirmed.

She also indicated that the body of the South African pilot was released and collected prior to that.

“The family members of the victims did not travel to Namibia, which complicated the identification. Identification is a vital administrative and legal requirement in the case of unnatural deaths. This caused a delay as other methods of identification had to be performed (physical identification by the employer of the South African pilot and through fingerprint identification in the case of the German family),” she explained further.

The bodies of the German nationals are however still at the Katima Mulilo morgue while a local undertaker makes arrangements for their collection and further repatriation.

According to earlier reports, the Cessna 210 was en route to Rundu when it crashed moments after taking off from the Impalila Island airstrip.

Investigators from the Directorate of Aircraft Accident and Incident Investigations successfully retrieved the wreckage from the crocodile infested Zambezi River waters at Impalila Island, including the engine of the aircraft.

Meanwhile, Director of Aircraft Accident and Incident Investigations, Magnus Abraham upon enquiry on Tuesday told Nampa the preliminary report on the accident will in all likelihood be released on Wednesday (21 September).

To allow for independent and objective findings, he said, the engine of the aircraft has been transported to South Africa to be analysed further.

Girl dies after being run over by vehicle at Kambowo village

A 10-year-old girl identified as Sara Kaliye died on the spot after she was run over by a vehicle at Kambowo village in the Kavango East Region on Friday.

The incident happened at around 17h00 on the Trans-Zambezi Highway when a Toyota Ipsum travelling from Rundu to Divundu hit Kaliye.

Kavango East Regional Crime Investigations Coordinator Bonifasius Kanyetu on Sunday said a case of culpable homicide has been opened.

According to Kanyetu the driver allegedly saw two young girls who ran and crossed the road from right to left but one of the girls made a U-turn and in the process got hit by the driver.

She died a few minutes later before the ambulance arrived on the scene.

Her body was transported to the Rundu State Hospital mortuary and her next of kin have been informed.

In an unrelated incident, an adult male whose age is unknown committed suicide by hanging himself with a wire at Vhungu – Vhungu village.

The incident happened at around 15h00 when the deceased reportedly hanged himself with a wire on a tree planted in his yard.

No foul play is detected and no suicide note was left.

Police investigations in both matters continue.

Retired police chief inspector allegedly stabbed to death at Tsumkwe

A retired chief inspector of the Namibian Police Force (NamPol) was on Thursday allegedly stabbed to death with a spear at Omatako village in the Tsumkwe west area by a 26-year-old man.

NamPol’s Otjozondjupa Regional Crime Investigations Coordinator, Deputy Commissioner Naukalemo Andreas, in an interview with Nampa on Friday said 62-year-old Peter Shafodino Nepunda died around 12h00 on Thursday at his farming plot in the Omatako area.

His relatives have been informed of his death.

Andreas stated that preliminary police investigations indicate that Nepunda and his three farmworkers were busy repairing a fence when the suspect and his father were heard talking inside the fenced-off area.

Andreas said the suspect’s father was spotted first and they then spotted the son, who was allegedly armed with a bow and arrow.

“Upon inquiring what the suspect and his father were doing in the fenced area, the suspect allegedly tried to shoot at Nepunda with the bow and arrow,” said Andreas.

Nepunda tried to stop him and took the bow and arrow from him, added Andreas.

The suspect then allegedly grabbed a spear from his father and used it to stab Nepunda in the neck, killing him instantly, she said.

Nepunda had a shotgun in his possession and the suspect reportedly grabbed it and fled on foot with the gun and spear.

“Nepunda’s farmworkers alerted the police about the incident and the suspect was arrested in the same area on Thursday,” said Andreas.

Nepunda’s shotgun and the spear were found in the possession of the suspect at the time of his arrest.

The Tsumkwe Police Station on Friday afternoon was still formulating charges against the suspect.

Police investigations continue.

Former Swapo Nkurenkuru councillor arrested in shooting incident

A former Swapo councillor for Nkurenkuru has been arrested for attempted murder after he allegedly shot a man at Mayara village in the Kavango West Region on Sunday.

The incident occurred around 18h40.

The Namibian Police Force’s media liaison office in Kavango West told Nampa the victim sustained serious injuries after being shot in the abdomen with a 9mm pistol.

According to the police the two men had an argument over car keys, which allegedly led to the shooting.

The victim was rushed to the Nankudu Hospital in the same region for treatment and is said to be in critical, but stable, condition.

Meanwhile, the suspect was detained at the Kahenge Police Station where he is expected to be charged with attempted murder, negligently discharging a firearm and discharging a firearm in a public place.

The police did not mention when the suspect will appear in court and investigations into the matter continue.

Woman allegedly hangs herself at Okahandja

A 43-year-old woman allegedly committed suicide by hanging herself with a wire in a sleeping room at the Five Rand informal settlement at Okahandja on Friday morning.

Namibian Police Force (NamPol) spokesperson in the Otjozondjupa Region, Inspector Maureen Mbeha, in an interview with Nampa on Saturday said the deceased has been identified by her close relatives as Lovisa Haimbwiti.

Mbeha said it is alleged Haimbwiti and her husband had an argument at about 20h00 in their living room.

“Allegedly, Haimbwiti left the living room first and headed to a separate room in the same house, where she spent the night,” said Mbeha.

Her husband allegedly also went to another room on that Thursday night, where he slept,’ Mbeha stated.

At about 06h00 on Friday morning, he allegedly went to check in the room where Haimbwiti slept and discovered her body hanging from the roof of the room with a wire around her neck, added Mbeha.

In a separate incident, the lifeless body of 30-year-old Simon Nendongo was on Friday afternoon also retrieved from the Swakoppoort Dam outside Okahandja.

Swakoppoort Dam is situated approximately 50 kilometres west of Okahandja in the Otjozondjupa Region.

According Mbeha Nendongo and his male friend travelled to the dam on Friday at about 12h00, where they intended to catch fish using a net.

At about 14h00, in the process of setting up their fishnet, Nendongo allegedly fell into the water and drowned.

“Some community members who were alerted first teamed up with the police divers from Windhoek and retrieved the body from the nearby spot where he had allegedly drowned,” Mbeha added.

No foul play is suspected so far.

Police investigations in both matters continue.
