Effective governance important for transparency: Katjavivi

Speaker of the National Assembly, Peter Katjavivi, expressed the importance of effective governance in providing transparent and accountable management and oversight of any entity.

One such entity is the Electoral Commission of Namibia (ECN), whose role within Namibia’s democratic system is to uphold the highest standards of ethics and governance.

“This translates into accountability for management of resources and successful delivery on the ECN’s mandate. Corporate governance is the most dominant mechanism that aligns the interest of various stakeholders, thereby enhancing the ECN’s operations and success in the long term.

Katjavivi made these remarks on Monday as a keynote speaker at the official launch of the ECN’s 2023–2027 strategic plan.

He noted that the development of this plan afforded ECN an opportunity for introspection into its purpose, mandate and responsibility, adding that the successful accomplishment of any task requires a comprehensive and well-designed plan.

“Elections are no exception and it is encouraging to note that the ECN aligned its strategic plan to the high-level initiatives of the Government of the Republic of Namibia such as Vision 2030, the Fifth National Development Plan and the Harambee Prosperity Plan II.

“I am confident that this strategic plan will help the commission to manage electoral processes better, plan for change in a systematic approach, adapt processes based on new information and foster better communication within and outside the commission,” he noted.

ECN Chairperson, Elsie Nghikembua, highlighted the new commission’s achievements since its inception last year, which include the implementation of a performance management system that is based on the new strategic plan.

“Some key goals outlined in our plan include; delivering a modern electoral system in Namibia through an effective legal framework, institutional independence and good governance.

“It also includes managing a modern electoral body through enhanced electoral management processes, continuous public outreach programmes through civic and voter education, effective communication with all stakeholders and information sharing,” Nghikembua added.
