National Planning Commission Unveils Strategic Roadmap to 2030

Windhoek: The National Planning Commission (NPC) launched its Strategic Plan for the 2025/26 to 2029/30 financial years on Thursday, saying it would advance Namibia's efforts to achieve the goals of Vision 2030. The new roadmap will provide a framework for the commission, aligning its mandate with the sixth National Development Plan (NDP6) and focusing on economic diversification, sustainable resource management, and human capital development.

According to Namibia Press Agency, Ned Sibeya, Deputy Chief Advisor for National Development at NPC, stated that the plan translates the mandates from the Namibian Constitution (Article 129) and the NPC Act (No. 2 of 2013) into an actionable framework aligned with Vision 2030, NDP6, and other national and international commitments. 'Our strategy is built on three foundational pillars - to formulate and coordinate inclusive, evidence-based national plans; to ensure effective implementation, monitoring, and evaluation of NDP6 and to build an innovative institution,' he said.

He noted that the plan creates a strong performance management system, connecting the strategic plan to annual operational plans and individual staff performance agreements. 'Success will be driven by committed leadership, sufficient resources, strong partnerships, and effective communication. The NPC is dedicated to its role as a centre of excellence, championing sustainable socio-economic development for all Namibians,' he remarked.

To realise its vision, Sibeya emphasised that NPC will concentrate on strategic priorities such as aligning development planning across all government levels, enhancing monitoring, evaluation, and reporting for NDP6 outcomes, diversifying and coordinating financing for national priorities, and strengthening the commission's brand while improving stakeholder and public engagement.

NPC Executive Director, I-Ben Nashandi on his part stated that the strategic plan offers a clear roadmap for guiding NPC and its stakeholders. 'This plan will be subject to periodic reviews to assess its success. Therefore, as this plan represents the NPC's response to NDP6 and to the final lap of Vision 2030, it calls for commitment, purpose, and passion to deliver the required results,' he said.

Nashandi emphasised that the strategic plan lays a solid foundation for an innovative NPC that will benefit future generations, adding that it establishes a 'lasting legacy that reflects our commitment to national development and our contribution to the future.' The plan is based on three core pillars: national development planning to coordinate and formulate strategies, oversight of development performance to ensure effective implementation of NDP6, and operational excellence to enhance organisational performance and strengthen strategic partnerships.
