Xi Jinping’s Article on Advancing High-Standard Opening-Up to be Published

Beijing: An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, focusing on the unwavering advancement of high-standard opening-up will be published on Wednesday. This article is set to appear in the 14th issue of this year's Qiushi Journal, a flagship publication of the CPC Central Committee.

According to Namibia Press Agency, Xi Jinping, who is also the Chinese president and chairman of the Central Military Commission, bases the article on excerpts from his significant discourses delivered between December 2012 and April 2025. The article underscores the necessity to persistently expand high-standard opening-up, encouraging efforts to methodically advance institutional opening-up in terms of rules, regulations, management, and standards. It also advocates for proactive alignment with high-standard international economic and trade rules.

The article outlines China's strategy to enhance pilot free trade zones, encouraging innovative and integrated explorations to transform them into new pinnacles of reform and opening-up, characterized by a higher level of openness and a stronger driving force. It adds that mechanisms for high-quality cooperation under the Belt and Road Initiative will be improved.

The article further highlights that a more open China should place greater emphasis on security. It also insists on advancing high-standard opening-up grounded on the rule of law. China's policies regarding foreign investment remain unchanged and will continue to do so. As the world's second-largest consumer market with the largest middle-income group, China offers significant potential for investment and consumption, affirming that it will remain an ideal, secure, and promising destination for foreign investors.

Additionally, the article reiterates China's commitment to the correct course of economic globalization, promoting trade and investment liberalization and facilitation, while opposing protectionism, unilateral sanctions, and maximum pressure tactics.
