Digital Government Central to Namibia’s Transformation, Says Theofelus

Luanda: Minister of Information and Communication Technology, Emma Theofelus has said digital government is one of the key pillars of the country's digital transformation agenda. Speaking on Thursday during a panel discussion on Trust in the Age of Artificial Intelligence (AI): Authenticity, AI Standards and Machine Learning at ANGOTIC 2026, in Luanda, Angola, Theofelus said Namibia's National Digital Strategy, developed in 2023, outlines four key areas aimed at driving digital transformation.According to Namibia Press Agency, Theofelus emphasized that although Namibia does not have a large population like Angola, the country has the capacity to make significant progress in leveraging technology for development. She stated, "We do not have the blessing of a robust and large population like the Republic of Angola, but I think we can meet some of the strides the Angolan government and many countries are making around the world to leverage the potential of technology."Theofelus identified digital government as one of the strategy's core pillars, underscoring the role of government leadership in shaping the delivery of services and supporting economic activity. She remarked, "Everything rises and falls almost on government leadership." Theofelus noted that the way the private sector operates and how citizens access public services such as education, health, and transportation depend on the effectiveness of government systems. She indicated that digital government can improve efficiency through automation and technology-enabled processes.She elaborated, "Digital government is one of the pillars because if you have systems that are automated, you have civil servants that can efficiently do their work, and through the support of systems and technology, you are then able to support the entire economy."Meanwhile, Namibia and Angola signed a memorandum of understanding on cooperation in the field of information and communication technologies on Thursday. The agreement is aimed at strengthening collaboration between the two countries in advancing digital transformation and ICT development.
